About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 17 is seeking a contractor to provide comprehensive grounds maintenance services at multiple South Texas Veterans Healthcare System facilities in the San Antonio area, including the Audie L. Murphy VA Medical Center, Fisher House, Villa Serena, and the Polytrauma Transitional Rehabilitation Program (PTRP). Services required include landscape maintenance, parking lot sweeping and vacuuming, seasonal planting with fall and spring color rotations, tree removal by certified arborists, irrigation system maintenance and repairs, sod replacement, mulching twice yearly, and fertilization. The contractor must be capable of scheduling work on Thursdays and/or Fridays beginning at 8:00 AM during normal duty hours, with weekly lawn mowing during the growing season and bi-weekly mowing during fall and winter months. Award will be made using Lowest Priced Technically Acceptable (LPTA) evaluation procedures, with all services required under a firm-fixed price contract. The offer due date is April 29, 2026 at 10:00 AM CDT, following amendments that extended the original April 20, 2026 deadline. Technical questions were required to be submitted by April 8, 2026, and a mandatory site visit was held on April 3, 2026.
This solicitation is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with subcontracting limitations requiring that no more than 50% of government-paid amounts be paid to non-certified firms. The incumbent contractor is Yellowstone Enterprises LLC, which held a contract valued at $939,000 for a one-year base plus four one-year options. The total contract value for this procurement is $9.5 million, covering a contract period beginning June 9, 2026 through June 8, 2027 for the base year, with four optional one-year renewals extending through June 8, 2031. Work will be performed at multiple VA facilities located in the San Antonio, Texas area within Bexar County, with all services subject to prevailing wage determinations under the Service Contract Act. The contractor must provide all debris removal and disposal without using VA property dumpsters, and specific facility acreage and irrigation zone counts will be identified during contract performance in coordination with the Contracting Officer's Representative.
