B.2 STATEMENT OF WORK
1. GENERAL
1.1 General: This is a non-personal services contract to provide ground maintenance services.
The Government shall not exercise any supervision or control over the service providers providing the services described herein.
1.2 Description of Services/Introduction: The Contractor shall provide all personnel, transportation, equipment, supplies, facilities, supervision, and other items and non- personal services necessary to perform the services as defined in this Statement of Work. The Contractor assumes all liability risks for work performed under this contract. The Contractor must assume total liability for all contract employees. The Contractor shall perform to the standards of the contract.
1.3 Physical Security: The Contractor shall be responsible for safeguarding all government equipment, information and property provided to Contractor personnel while performing the services described herein.
1.4 Type of Contract: The government will award a firm fixed-priced contract.
1.5 Service Contract Act: The Service Contract Act applies to this contract. Current Service Contract Act Wage Determinations for the service areas will be attached to the contract.
Employees performing under this contract must be paid at least the pay and fringe benefits described therein.
1.6 Contracting Officer Representative (COR): The COR will be identified by a separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. A letter of designation issued to the COR, a copy of which will be provided to the Contractor, states the responsibilities and limitations of the COR, especially regarding changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
1.7 Contract Administration: The Contracting Officer is the only person authorized to approve changes or modify any of the requirements under this contract. The Contractor shall communicate with the Contracting Officer on all matters pertaining to contract administration.
Only the Contracting Officer is authorized to make commitments or issue changes that will affect price, quantity or quality of performance of this contract. In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change shall be considered to have been made without authority, and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof. All changes to the contract will be issued via an amendment and/or modification in writing from the Contracting Officer to the Contractor.
1.8 Invoices: Invoices are to be submitted electronically; monthly, in arrears of the start of the services performed each month. Invoices must include the IFCAP (Integrated Funds Control Point) obligation number (Finance purchase order number) assigned during each period of performance to ensure timely payment. Electronic invoices can be submitted at no additional cost at the VA Vendor Information System (VIS) website https://www.fsc.va.gov/fsc/einvoice.asp. The COR is responsible for the acceptance of services invoices and/or the processing of receiving reports for the services provided to the government.
1.9 Progress Meetings: The Contractor agrees to attend periodic progress meetings. The Contracting Officer, COR, and/or other government personnel, as deemed appropriate, may meet periodically with the Contractor to review the Contractor’s performance. At these meetings the Contracting Officer will appraise the Contractor of how the government views the Contractor’s performance and the Contractor will apprise the government of problems, if any, being experienced. Appropriate action will be taken to resolve outstanding issues. The Contractor’s attendance at these meetings will be at no additional cost to the government.
1.10 Work Stoppage/Delays: The Contracting Officer shall be notified at the earliest time available, but no later than the next business day, via phone of Contractor's knowledge of any conditions which may adversely affect the Contractor's ability to perform under the terms and conditions as stated in the specifications of this requirement. For example, union strikes, vehicle problems, licenses, or anything that might jeopardize the terms and conditions of this contract should be reported to the Contracting Officer.
2. BACKGROUND
The South Texas Veterans Health Care System (STVHCS) Organizational Experience Service, Grounds Section, has an ongoing requirement for grounds maintenance/landscaping services for the Audie L. Murphy Memorial Veterans Hospital (ALMD).
The objective of the services are to provide grounds maintenance/landscaping to the ALMD Medical Center grounds, 7400 Merton Minter Street; to include, a detached parking lot (P-
9) located across the street from the main hospital on Wurzbach Road, Villa Serena Domiciliary located at 4455 Horizon Hill Boulevard, STVHCS Fisher House located at 7485 Wurzbach Road and the Polytrauma Transitional Rehabilitation Program (PTRP) located at 4949 Gus Eckert Road.
APPROACH AND METHODOLOGY
It shall be the Contractor’s responsibility to design a method and system of how best to deliver the services to meet the Government’s quality and performance requirements. The requirements contained herein are all performance-based with a focus on desired result and outcome. This represents a challenge to the Contractor to develop and apply innovative and efficient approaches to the contract requirements. Performance-based contracting is a result of the overall shift in government management toward commercial business practices.
The Contractor will respond to comments and complaints from patrons and address them to the Contracting Officer or the COR immediately. In the event of malfunctioning equipment, the Contractor will make every effort to immediately correct the problem to ensure patron satisfaction. If the problem is systemic, the Contractor will submit a plan of correction to the Contracting Officer or the COR.

It is the Contractor’s responsibility to obtain required Personal Protective Equipment (PPE) for each of their employees and ensures that they are wearing, using, maintaining and storing equipment properly.
The purpose of this scope of work is to define the lawn maintenance tasks that will be performed on the client's property to ensure a healthy, well-maintained lawn throughout the duration of the contract.
DESCRIPTION AND SCOPE OF WORK
ALMD Hospital, Fisher House1 & 2, Villa Serina, and PTRP Grounds Maintenance
A. Lawn Care/Landscape
1. All VA properties will be mowed weekly during the growing season or as needed by weather. Bi-weekly during the fall and winter months.
a. Maintain grass at 3 inches or industry standards, whichever is the best recommendation from the contractor.
b. All clumps, piles and windrows will be scattered, blown or otherwise removed.
c. All sidewalks, curbs, and driveways will be edged and string trimmed, paying special attention to areas where patients are getting therapy so as not to create falling or tripping hazards.
d. Contractor shall repair and maintain irrigation systems on VA owned properties in partnership with VA Facilities Maintenance (Grounds) and make sure that they comply with SAWS water codes and restrictions.
e. Contractor will provide seasonal color plants in designated areas to enhance the overall appearance of all STVAMC grounds
f. Trees, signs, poles and other free-standing objects will be trimmed so as not to damage the object. The grounds will be blown with blowers or vacuums to remove all clippings from sidewalks, streets and pedestrian ways. Grass areas will be free from clumps and windrows.
g. Application of pre-emergent or post-emergent as needed to maintain healthy lawn especially in front of the building’s main entrances.
h. The Contractor will remove all debris generated because of this effort from VA Medical Center grounds at no additional cost to the VA at the end of the working day.
2. All work will be conducted on Thursday and/or Friday beginning at 8:00 A.M.
during normal duty hours (8:00 A.M. to 4:30 P.M.). Any work that must be completed outside of normal hours or on weekends will be coordinated between the Contractor and the COR, with no less than a five (5) working day notice.
Services will be required once a week, during normal duty hours.
B. Tree/ Shrub maintenance
1. Contractor will trim shrubs at the Audie L. Murphy VA Hospital grounds, Villa Serena, Fisher House parking lot areas and all detached parking lot areas in accordance with standard practices of the trade. In general, overgrown shrubs along the main entrance and surrounding the exterior of the main parking lot, to include the shrubs adjacent to all buildings will be trimmed to a height of approximately 4 feet. (This will be evaluated on a section- by- section basis, keeping the natural shape of the shrub intact.).
a. All other shrubs will be trimmed to applicable heights so as not to block windows or obstruct pedestrian traffic flow.
b. Clippings from shrub trimming will be promptly bagged or otherwise loaded and removed from VA Medical Center grounds.
c. Old and newly cut leaves from underneath the shrubs, along with debris and other foreign matter will be raked and removed from the grounds
d. Contractors will remove and replace dead shrubs from the VA medical Center grounds. Plants that die must be replaced in accordance with local Conservation procedures in mind.
i. Soil will be tilled and amended in preparation for new plants.
ii. Same will apply to seasonal color beds
e. Contractor will remove trees that are identified by VA staff that are safety concerns, any trees damaged by weather, or any trees that must be removed due to construction that are not included in the project scope of work.
i. Trees damaged by weather are considered emergencies and must be addressed immediately
Weekly intervals
1. Mowing
2. String line trimming around the entire property and perimeter
3. Trimming shrubs as needed
4. Tree trimming and grooming as needed from top to bottom
5. Edging and blowing walkways, curbs, granite areas and paths
6. De-weeding plant beds
7. Mulch main entrance and around Polytrauma 2 x per year
a. Remove excess mulch as needed as to not create bad conditions for plants and trees
8. Pick up, bag and remove leaves especially during heavy leave falls
9. Fertilize adjacent to all buildings at Audie Murphy, Fisher House, Villa Serena, and
PTRP 2 x per year. To include pre-emergent in and post emergent.
As needed/ as requested Quarterly
1. Install sod
2. Planting trees and shrubs
3. Prepare and provide seasonal color for planting beads
4. Removal of dead or dying plants
5. Replace dead or dying plants
6. Fertilize and add soil to low areas and around irrigations and electrical boxes
7. Spray granite islands with pre-emergent and Roundup for weed control
8. PM and repair irrigation systems to keep them operating at required code
B. 2 Hours of work
All work will be conducted on Thursday and/or Friday beginning at 8:00 A.M. during normal duty hours (8:00 A.M. to 4:30 P.M.). Any work that must be completed outside of normal hours or on weekends will be coordinated between the Contractor and the COR, with no less than a five (5) working day notice. Services will be required once a week, during normal duty hours.
C. Sweeping/Vacuum of all Parking lots
Contractor will provide all necessary barriers, cones and equipment to block parking lot scheduled for cleaning. Work will not be accomplished during periods of rain and /or wet weather.
Contractor is responsible for sweeping all paved parking lots, roadways and warehouse loading dock areas, including the parking lot P-9 (across the street from main hospital on Wurzbach Road).
Contractor is to blow out or vacuum all corners, curbs, sidewalks, car stops and parking lot islands of leaves and trash. All trash and debris picked up by the Contractor will be the sole responsibility of the Contractor to remove at no extra cost to the VA.
Contractor will pay special attention to parked cars. The Contractor is responsible for damage to vehicles as a result of the negligible or unintentional actions by the Contractor in the service performance of the contract. Any debris blown on parked cars will be removed by Contractor.
Contractor will make sure any rocks, on all paved surfaces, are picked up and disposed of.
C.1 Hours of work. Work will be accomplished twice a month on Friday evenings (after 5:00 PM) Saturday or Sunday.
5.2 Villa Serena Domiciliary Grounds Maintenance
A. LAWN MAINTENANCE:
Contractor is required to mow, trim, edge and blow all turf areas of the Villa Serena Domiciliary grounds. The grounds will be mowed to a height of 3 to 4 inches (whichever is more applicable).
All clumps, piles and windows will be scattered, blown or otherwise removed. The grounds will be trimmed using string trimmers, edger or other apparatus.
Lawn and grounds must present a smooth even appearance after mowing, trimming and or edging. All concrete abutments, sidewalks and curbs will be edged. Trees, signs, poles and other free-standing objects will be trimmed so as not to damage the object. The grounds will be blown with blowers or vacuums to remove all clippings from sidewalks, streets and pedestrian ways. Grass areas will be free from clumps and windrows. The Contractor will remove all debris generated because of this effort from the Villa Serena Domiciliary grounds, and will not use the facilities dumpsters, trash receptacles, etc. for disposal. The week or weeks that mowing is not required, due to dry weather or extremely wet weather, hedges may be pruned instead of mowing, at the discretion of the COR.
All refuse generated by the services shall be removed at the end of the working day.
B. SHRUB MAINTENANCE:
Contractor will trim shrubs at the Villa Serena Domiciliary grounds in accordance with standard practices of the trade. 5.3 STVHCS FISHER HOUSE 1 & 2 GROUNDS MAINTENANCE
A. LAWN MAINTENANCE
Contractor is required to mow, trim, edge and blow all turf areas of the STVHCS Fisher House grounds. The grounds will be mowed to a height of 3 to 4 inches (whichever is more applicable).
All clumps, piles and windows will be scattered, blown or otherwise removed. The grounds will be trimmed using string trimmers, edger or other apparatus. Lawn and grounds must present a smooth even appearance after mowing, trimming and or edging. All concrete abutments, sidewalks and curbs will be edged. Trees, signs, poles and other free- standing objects will be trimmed so as not to damage the object. Clippings from shrub trimming will be promptly bagged or otherwise loaded and removed from the grounds. Old and newly cut leaves from underneath the shrubs, along with debris and other foreign matter will be raked and removed from the grounds.
C. Irrigation
Contractor shall repair and maintain irrigation systems on VA owned properties in partnership with VA Facilities Maintenance (Grounds) and make sure that they comply with SAWS water codes and restrictions.
a. PM must be done once a month to ensure irrigation is working properly and to identify and repair what is not working as designed.
5.4 PTRP GROUNDS MAINTENANCE
A. LAWN MAINTENANCE
Contractor is required to mow, trim, edge and blow all turf areas of the PTRP grounds. The grounds will be mowed to a height of 3 to 4 inches (whichever is more applicable). All clumps, piles and windows will be scattered, blown or otherwise removed. The grounds will be trimmed using string trimmers, edger or other apparatus. Lawn and grounds must present a smooth even appearance after mowing, trimming and or edging. All concrete abutments, sidewalks and curbs will be edged. Trees, signs, poles and other free-standing objects will be trimmed so as not to damage the object. The grounds will be blown with blowers or vacuums to remove all clippings from sidewalks, streets and pedestrian ways. Grass areas will be free from clumps and windows. The Contractor will remove all debris generated because of this effort from the PTRP grounds, and will not use the facilities dumpsters, trash receptacles, etc. for disposal. The week or weeks that mowing is not required, due to dry weather or extremely wet weather, hedges may be pruned instead of mowing, at the discretion of the COR. Contractor will PM irrigation system and make repairs as needed to make sure the system is working in compliance with SAWS code. All refuse generated by the services shall be removed at the end of the working day.
A.1. Hours of work:
Work will be accomplished on Thursday and/or Friday beginning at 8:00 A.M. during normal duty hours (8:00 A.M. to 4:30 P.M.). Any work that must be completed outside of normal hours will be coordinated between contractor and building representatives with no less than a five (5) working day notice.

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The preliminary notice does not commit the Government to an extension.

E.2 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL PRODUCTS

(a) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. As a minimum, offers shall include—
(1) The solicitation number;
(2) The name, address, telephone number of the Offeror;
(3) The Offeror’s Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator;

(b) Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(c) Late submissions, modifications, revisions, and withdrawals of offers.
(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.
(2) Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.
(d) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.
(e) Debriefings. If a postaward debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:
(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.
(2) The overall evaluated cost or price and technical rating of the successful Offeror and the debriefed Offeror and past performance information on the debriefed Offeror.
(3) The overall ranking of all Offerors when any ranking was developed by the agency during source selection.
(4) A summary of the rationale for award.
(5) For acquisitions of commercial products, the make and model of the product to be delivered by the successful Offeror.
(6) Reasonable responses to relevant questions posed by the debriefed Offeror as to whether the agency followed source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities.

E.3 ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—

The following is incorporated into 52.212-1 as an addendum to this solicitation:
SITE VISIT:
A site visit is scheduled for April 3, 2026, beginning at the Audie L. Murphy VA Medical Center located at 7400 Merton Minter Boulevard, San Antonio, TX 78229. Contractors will meet outside of the main entrance at 9AM CDT. You will want to arrive at least 20 minutes earlier as parking is limited.
TECHNICAL QUESTIONS:
Technical questions shall be accepted by the Government in writing via email no later than 12PM CDT, April 8, 2026. Please list “Technical Questions 36C25726Q0362” in the subject line of the e-mail and send to Joseph A. Leyte, Contracting Officer, at Joseph.Leyte@va.gov. Please include in your questions and the section of the solicitation/page number that your question is referring to.
OFFER SUBMITTAL INSTRUCTIONS:
1) Offeror must submit offers by Due Date/Time specified in Block 8 of the Standard Form (SF)
1449 of the solicitation directly to Joseph A. Leyte, Contracting Officer, at Joseph.Leyte@va.gov. Subject line of e-mail shall be “Quote 36C25726Q0362”.

5) Offeror shall submit a Capability Statement, not exceeding five pages, that includes a description of their technical approach, methodology, and technique used to carry out the Statement of Work.
Do not provide a recap of the Statement of Work. The agency already knows what the Statement of Work is. It is the responsibility of the quoter to submit sufficient information to convey their technical capability in meeting the requirements of the Statement of Work.
Failure to provide sufficient information that demonstrates your organization’s capabilities and methods in meeting the requirement will result in your technical approach being not technically acceptable.
6) Provide a complete list of all subcontractor companies proposed to perform work under this contract, including their business names, SAM UEI, addresses, and relevant licensing or certification information.
7) Provide a list of three other concerns and/or Government agencies for which services similar in size (dollar value) and scope (services performed) were rendered by the Offeror as the prime contractor. The list must include the name of contact, organization, a valid email address, valid phone number, contract number, synapsis of the scope of work, and total contract value. The work performed must be recent – within the past three years. Not more than one page per reference.
Items 1 – 7 listed above form a complete offer. Failure to submit a complete offer in the manner listed above will result in the removal from further consideration for award.
E.4 BASIS FOR AWARD
A. This is a competitive best value selection using Lowest Priced Technically Acceptable
(LPTA) evaluation procedures in accordance with Revolutionary FAR Overhaul (RFO) 12.203(c)(2). By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement or inability to perform or provide all services/supplies requested shall result in an offer being determined technically not capable.
Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The evaluation process shall proceed as follows:
The Government will begin by reviewing each submission to ensure the minimum solicitation requirements “complete offer” have been met. The Addendum to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS, outlines the criteria that constitutes a complete offer. Failure to submit a complete offer in the manner listed in the addendum will result in removal from further consideration for award.
All remaining quotes meeting the minimum solicitation requirements will be arranged from lowest to highest priced. The lowest priced quote will be evaluated for technical acceptability. If the lowest priced quote is considered technically acceptable the evaluation will end, and award will be made against that quote. If the lowest priced quote is not technically acceptable, the next lowest priced quote will be evaluated for technical acceptability. This process will continue until the lowest priced technically acceptable quote is found.
B. For the purposes of the award of this requirement, the Government intends to evaluate the Option to Extend Services under FAR 52.217-8 as follows:
The evaluation will consider the possibility that the option can be exercised at any time and can be exercised in increments of one to six months, but not for more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be at the same rates as those in effect under the contract at the time the option is exercised. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price of all offers relative to each other will not affect the ranking of offers based on price, unless, after reviewing the offers, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8.
C. For the purposes of the award of this requirement, the Government intends to evaluate the Option to Extend the Term of the Contract under FAR 52.217-9 as follows:
The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options shall not obligate the Government to exercise the option(s).
