Question 1. Could you please provide the incumbent contract details?
Answer 1. The incumbent is Yellowstone Enterprises, llc, contract 36C25721P0633.
Question 2. Any property survey/s available?
Answer 2. The agency does not have surveys available.
Question 3. On the parking lot sweeping / vacuuming – is this only at the large VA Hospital, or at all 4 sites?
Answer 3. The main sweeping is here at the Audie L. Murphy VA Medical Center campus and the P-9 parking garage.
Question 4. Is there a site map showing boundary lines of service areas?
Answer 4. No boundary maps available. The agency is working on obtaining them.
Question 5. Please clarify: There is a spot where mulch is mentioned being added 2 times a year. Is this for only the SA Polytrauma Transitional Rehab location, or all 4 locations?
Answer 5. All 4 locations
Question 6. Please clarify: The As Needed / Quarterly area-do I need to have numbers for these listed items now, or when the concerns / issues arise?
Answer 6. Information is limited to the number of irrigation zones/heads. The contractor will work with the COR to identify the exact number of zones/heads. There may be inoperable zones/heads. Contractor is responsible for identifying damages along irrigation system as part of reoccurring maintenance. This will include and not be limited to irrigation lines and heads. VA will provide parts and contractor will do the installation. This process will extend through the life of the contract. Historically, we have replaced approximately 20’ of sod at roughly 4”, over the past four years. We have removed 12 or so trees over the last 3 years. This should be factored into your cost.
Question 7. Additionally, are they open to an initial site cleanup? (There are a significant number of leaves and areas that could benefit from additional attention.)
Answer 7. There should be a fall and spring clean-up scheduled.
Question 8. Along those lines, may including an annual spring cleanup in the scope be considered?

Question 9. Regarding the irrigation at the main campus: Since the current zone count and which zones are functional versus nonfunctional is still uncertain, how would you like to handle any zone discrepancies?
Answer 9. We would like to first make sure we are following SAWS restriction. The irrigation around the front of the hospital, Statue Island and the main entrance to the Poly Trauma along with the poly trauma courtyard is the order.
Question 10. Regarding the irrigation at the main campus: For example (numbers for illustration only): if there are currently 100 working zones, but after an initial evaluation we identify 130 zones that could be operational with simple wire repairs, would an amendment be required?
Alternatively, would a not-to-exceed (NTE) allowance for repairs be an option? An NTE could help expedite repairs, reduce approval lag time, remove flags more quickly, and better protect the landscape.
Answer 10. Information is limited. The contractor will work with the COR to identify the exact number of zones. There may be inoperable zones. Question 11. Can the Government provide the total acreage or square footage for each location (Audie L. Murphy VA Medical Center, P-9 Parking Lot, Fisher House, Villa Serena, and PTRP)?
Answer 11. Total acreage or square footage is unknown.
Question 12. What is the current condition of the grounds across each site (e.g., well-maintained vs. overgrown)?
Answer 12. Everything is maintained to current standards, but we do have some tree work that needs to be done on the main campus.
Question 13. Are there any known problem areas (e.g., drainage issues, high weed zones, irrigation deficiencies)?
Answer 13. There are several spots that need attention, but everything is in a manageable position in the landscape areas. Irrigation is not so much. Several zones and the main line need to be repaired. Current contract does not address these issues. Under this requirement, the contractor is responsible for identifying damages along irrigation system as part of reoccurring maintenance. This will include and not be limited to irrigation lines and heads. VA will provide parts and contractor will do the installation. This process will extend through the life of the contract.
Question 14. Are system maps, irrigation zone layouts, or known deficiencies available for contractor use?
Answer 14. Information is limited. The contractor will work with the COR to identify the exact number of zones. There may be inoperable zones. Contractor is responsible for identifying damages along irrigation system as part of reoccurring maintenance. This will include and not be limited to irrigation lines and heads. VA will provide parts and contractor will do the
Question 15. What is the estimated annual frequency and volume of tree removals?
Answer 15. Safety of patients and staff will dictate what is needed. However, we have removed 12 or so trees over the last 3 years.
Question 16. Are there size thresholds or certification requirements associated with tree removal services?
Answer 16. No size thresholds, but everything must be done to OSHA standards and have certified Arborists over see and directing the crews working.
Question 17. For tasks identified as “as needed” (e.g., shrub trimming, tree grooming), can the Government provide estimated frequency or historical averages?
Answer 17. Shrubs and trees need to be kept to industry standards. That’s what as needed means.
Question 18. How many seasonal planting beds are included, and what is the expected number of planting rotations per year?
Answer 18. The number of beds are unknown. Seasonal beds will be placed in high vis areas and meet industry standards. Fall and spring/summer color changes. The contractor will work with the COR to develop a beautification plan within first 90 days of performance. The beautification project will be documented and funded via contract modification.
Question 19. Can the Government provide square footage or defined areas for mulching and fertilization activities?
Answer 19. The contractor will work with the COR to identify areas for mulching and fertilization activities.
Question 20. Can the Government confirm the total square footage of all parking areas to be serviced?
Answer 20. Total square footage is unknown.
Question 21. Are there any additional restricted work periods or high-traffic/patient-sensitive timeframes beyond those identified in the SOW?
Answer 21. No
Question 22. Will designated staging areas be provided at each site for equipment and materials?
Answer 22. The contractor will work with the COR to determine staging areas while performing services.
Question 23. Are there any additional water usage restrictions beyond SAWS compliance that may impact service delivery?
Answer 23. No, just what SAWS requires.
Question 24. Should “as needed” services (e.g., sod installation, irrigation repairs, tree removal) be included within the firm fixed price, or should they be priced separately?
Answer 24. Yes, it should be within the firm-fixed price. Historically, we have replaced approximately 20’ of sod at roughly 4”, over the past four years. Question 25. How will emergency services (e.g., storm damage response) be authorized and compensated?
Answer 25. Any emergency services will be authorized by the contracting officer only and funded via contract modification.
Question 26. Can the Government provide the name of the current incumbent contractor and current contract value?
Answer 26. The incumbent is Yellowstone Enterprises llc. Awarded as a 1-year base with four 1-year options for a total value of $939,000.00.
Question 27. Will a transition-in period be provided prior to the start of performance?
Answer 27. The transition period will be for a period of 90 days. However, this does not waive any contractual requirements during those 90 days as full performance is expected.
Question 28. Are there any specific disposal requirements or designated locations for debris removal?
Answer 28. No. It is up to the contractor to provide disposal and remove all debris with work done on this contract. No VA property dumpsters may be used.
Question 29. SOW 1.e – What is the square footage of the beds that to have annual flowers installed?
Answer 29. The square footage is unknown. However, this will be addressed under the beautification plan and funded via contract modification.
Question 30. SOW B.1.d – What is the annual number of plants that are expected to be replaced?
Answer 30. The contractor will work with the COR to develop a beautification plan within first 90 days of performance. The beautification project will be documented and funded via contract modification.

Answer 31. We have removed 12 or so trees over the last 3 years.
Question 32. As needed / as requested Quarterly 1-5 – Are these items to address under a separate task order?
a. As the SOW currently reads, the contractor could be responsible for 500 Sqft of sod replacement of 10,000 sqft of sod replacement there are no limits as to what the government could order, therefore make it not cost effective to government in the contractor building the pricing matrix. If these items are to consider under the firm fixed price could the government, please provide quantiles for each item?

Question 33. SOW 5.3.C - Is the Fisher House the only property that is irrigated?
Answer 33. PTRP, Fisher House, Audie L. Murphy are the only irrigated locations.
Question 34. SOW 5.3.C – Is the contractor responsible for all parts, repairs and Labor under this RFQ?
