About this opportunity
The Department of Veterans Affairs Network Contracting Office 15 is soliciting quotes on behalf of the St. Louis VA Medical Center Jefferson Barracks for grounds maintenance services, with responses due November 6, 2026 at 10:00 a.m. Central Time. The procurement is a Service-Disabled Veteran-Owned Small Business set-aside under a tiered evaluation: Tier 1 SDVOSB concerns, Tier 2 VOSB concerns, then Tier 3 other small businesses with priority to HUBZone, 8(a), and women-owned small businesses. NAICS is 561730, Landscaping Services, and PSC is S208.
Work is performed at 1 Jefferson Barracks Drive, St. Louis, Missouri 63125, on a 126.65-acre campus with approximately 30 acres of maintained turf. Construction zones on campus maps are now in scope, and a red-outlined parcel on the east side is excluded. No site visit is available.
The contract is a five-year IDIQ with five twelve-month ordering periods, November 16, 2026 through November 15, 2031. The guaranteed minimum is $2,500, and the contract maximum is $950,000. Non-growing-season services (CLIN 0002) are estimated and not guaranteed.
The contractor provides all labor, equipment, supervision, materials, and supplies. Growing-season work (April 1 through October 31) includes weekly mowing at 3.5 to 4.5 inches, vertical edging, line trimming, debris removal, and hedge and shrub maintenance. Non-growing-season work covers mowing, leaf removal, and debris removal as directed by the Contracting Officer's Representative. Fertilizer, seed, and pesticide applications occur in spring and fall, and pest control is limited to insect and grub treatment. Emergency work requires Government approval and a separate quote, with a four-hour response. Services run 6:00 a.m. to 3:30 p.m., Monday through Friday, excluding federal holidays. A Quality Control Plan is due within 21 calendar days of award.
Personnel must hold OSHA 10-Hour training (General Industry is acceptable per the Q&A) and state pesticide and herbicide applicator licenses. Personnel undergo a Tier 1 (Low Risk) background investigation, and Service Contract Labor Standards apply. Commercial general liability insurance with asbestos exclusions is acceptable if coverage is not voided for contract work, or a project-specific endorsement confirms coverage. Evidence is required only from the apparent successful offeror before award.
Quotes require three separate files: general information with pricing and completed clauses, prior experience documentation, and a technical submission covering equipment availability and proposed operational schedule. Evaluation factors are Experience, Technical approach, and Price. No incumbent currently performs these services, and separately priced landscape enhancements are not permitted.
Amendment 0001, posted October 30, 2026, corrects typographical errors, updates Attachment C (Jefferson Barracks Map) and Section 8 of the Performance Work Statement, and provides questions and answers. Offerors must acknowledge the amendment, and failure to do so may result in rejection.
