About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 5 (VISN 5) is soliciting municipal solid waste and recycling services for four Veterans Affairs Medical Centers (VAMCs) and thirteen Community-Based Outpatient Clinics (CBOCs) located in Washington, DC and Maryland. The contractor must provide comprehensive waste collection, transportation, and disposal services including self-contained compactors with odor control systems, open-top dumpsters, recycling equipment, and on-site labor at select facilities, with services commencing April 1, 2026. Key contract requirements include providing various container sizes ranging from 2 to 40 cubic yards, monthly waste and recycling poundage reporting, waste auditing, equipment maintenance, and on-site collection labor at Baltimore VAMC (weekday and weekend coverage) and Washington DC VAMC (Monday-Friday 9:00 AM to 6:30 PM with limited weekend hours). Evaluation will be conducted through comparative analysis of technical merit, past performance, and price under FAR 12.203, with the government using a Quality Assurance Surveillance Plan to monitor performance standards including timely service delivery, invoice accuracy, and responsiveness to complaints. The original quote deadline of January 20, 2026, was extended to January 27, 2026, at 10:00 AM Eastern Time, with questions due by January 6, 2026, and a mandatory site visit conducted on January 9, 2026, at the DC and Baltimore VAMCs.
This solicitation is set aside with a tiered evaluation structure under the Veterans Affairs Acquisition Regulations (VAAR) 819.7010, prioritizing Service-Disabled Veteran-Owned Small Businesses (SDVOSB) in the first tier, followed by Veteran-Owned Small Businesses (VOSB) in the second tier, and other Small Businesses in the third tier. The pricing schedule contains approximately 2,736 contract line items (CLINs) organized by facility, though roughly 80 percent are established at zero quantity to provide pricing flexibility for future ordering decisions at the individual task order level. VISN 5 generates approximately 10 million pounds of waste annually across all covered facilities, with specific collection frequencies varying by location—Baltimore VAMC requires weekly pickups for approximately 2.3 million pounds annually, Loch Raven VAMC requires weekly service for 323,160 pounds, Perry Point VAMC requires monthly service for 1.5 million pounds, and Washington DC VAMC requires monthly service for 1.7 million pounds. The contract is structured as a single-award Blanket Purchase Agreement (BPA) with firm fixed unit pricing for one base year plus four option years, running from April 1, 2026, through March 31, 2031. Services will be performed at the four primary VAMCs (Baltimore, Loch Raven, Perry Point, and Washington DC) and their associated CBOCs in Maryland and DC, including locations in Fort Meade, Glen Burnie, Pocomoke City, Cambridge, Montgomery County, and surrounding areas, with the primary contracting office located in Martinsburg, West Virginia.
