About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 5 (VISN 5) is seeking to procure municipal solid waste and recycling services for four VA Medical Centers (VAMCs) located in Washington, DC and Maryland, along with their associated Community-Based Outpatient Clinics (CBOCs). The contract will be structured as a single award, firm fixed unit price Blanket Purchase Agreement (BPA) with evaluation based on a tiered approach prioritizing Service-Disabled Veteran-Owned Small Businesses (SDVOSB), followed by Veteran-Owned Small Businesses (VOSB), and then all other small business concerns. All offerors must be registered in both the Small Business Administration (SBA) database and the System for Award Management (SAM) database prior to submission. The government may award the contract based on initial quotes without discussion, and prospective offerors are strongly encouraged to complete their SAM registration before submitting quotations. The response deadline is November 20, 2025, at 10:00 Eastern Time.

The contract opportunity is exclusively set aside for small business concerns utilizing a tiered evaluation methodology in accordance with VAAR 819.7010. The anticipated ordering period spans five years, from April 1, 2026, through March 31, 2031, structured as one base year plus four optional years. The solicitation does not specify an anticipated award value or budget range in the presolicitation notice. Contractors must be certified and viewable in the SBA database at the time of offer submission and prior to award, with database verification occurring during both evaluation phases. The four VISN 5 VAMCs in the DC and Maryland region represent the geographic scope of this requirement, making this a regional procurement opportunity for qualified small business waste management service providers.
