About this opportunity

The Department of the Army Florida Army National Guard is soliciting a Full Food Service (FFS) contract to provide comprehensive dining facility operations supporting the Florida Regional Training Institute (RTI) at Camp Blanding. The contractor will be responsible for all aspects of food service operations including meal preparation, serving, facility management, and remote site feeding for approximately 2,000 students annually, providing all supervision, labor, personnel, equipment, materials, and supplies except for government-furnished property. The procurement emphasizes providing quality services supporting warfighter training with flexible, efficient, and cost-effective operations while ensuring compliance with military food service regulations, the Tri-Service Food Code, and Army Food Program standards. Evaluation will focus on technical acceptability and past performance, with proposals due August 14, 2025 at 1100 hours. The government conducted a site visit on July 24, 2025, and the last day for vendor questions was August 3, 2025, with multiple Q&A sessions addressing operational requirements and contract structure.

This solicitation is set aside for Service-Disabled Veteran-Owned Small Business concerns under NAICS code 722310 with a small business size standard of $47 million, though it is subject to Randolph-Sheppard Act compliance which provides priority consideration to qualified State Licensing Agencies for the Blind, with the Florida Department of Services for the Blind having expressed interest in the requirement. The contract structure is an Indefinite Delivery/Indefinite Quantity (IDIQ) award with a base year and four option years, with an estimated total contract value of $47 million and approximately 98,526 total meals to be served annually. The dining facility, known as the Warrior Restaurant in Building 3410, has a capacity of 450 diners split between two dining areas and operates year-round for approximately 338 operational days supporting various military training courses. Performance will take place at Camp Blanding Joint Training Center in Starke, Florida, serving military personnel across multiple training programs including Basic Leader Course, Advanced Leader Course, and specialized military occupational specialty training with course schedules ranging from 2 weeks to 1 month and class sizes varying from 12 to 80 students.
