About this file
This document contains vendor questions and answers for Solicitation W911N25RA008 for RTI Dining Facility Service. Key details include a Single Award Task Order Contract (SATOC) for Indefinite Delivery/Indefinite Quantity (IDIQ) full food service operations supporting the Florida Regional Training Institute (RTI). The government will directly pay for food subsistence and supplies, with the vendor responsible for operating, cooking, cleaning, and serving meals based on student attendance.
The solicitation covers meal service for approximately 2,000 students annually, with a base year and four option years. The payment structure allows for guaranteed reimbursement based on scheduled meals, even if actual student attendance is lower. In Fiscal Year 24, RTI served approximately 60,000 meals with a student fill rate of 65-70% of maximum attendance. The contract uses NAICS code 722310 with a small business size standard of $47M, and is subject to Randolph-Sheppard Act compliance, potentially giving priority to qualified State Licensing Agencies for the Blind.

Vendor Questions for Solicitation W911N25RA008
RTI Dining Facility Service-Set 02
Q1. Please explain the CLIN item structure?
A1. As discussed at the site visit, the government through AFMIS/STORES order process will be paying the subsistence cost for the food directly. The government will also purchase any supplies that are required during performance IE: cleaning materials, foil, paper products, etc. The Vendor requirement is to operate, cook, clean and serve the meals as required per scheduled course student attendance.
Q2. Please provide clarification on Meal CLINs and how those would be paid if less students are feed at the time of class start.
A2. The government in order to execute the task order prior to the class start will have to fully fund at max class attendance, the intent is to issue order’s for each fiscal quarter, 1 month or more prior to quarter start. The government will then 30 days prior to class start lock in the “schedule” number of student/meal required. This then becomes the payment structure minimum for payment, (allowing if a student drops or does not show, you’ll get reimbursed for the manpower scheduled to serve)
Example: Government issue order Q1 for 1000 meals, 30 days prior we confirm 800 meals needed per students enrolled. The “lock” is for 800 meals (B-L-D). At course start there were student no-show, that equals -50 meals. The government would honor the lock to pay for 800 meals.
Q3. Please provide historical fill rate and average meals served.
A3. In Fiscal Year 24, RTI served approximately 60,000 meals for the year. Student fill rate is approximately 65-70% of max attendance.
Info-1. Based on the above information, the government is covering the substance and supply cost directly. That a more simplified CLIN structure can be accomplish by specifying the meal CLIN as “Meal Service” and not separating it by B-L-D.
Info-2. The Solicitation is for a Single Award Task Order Contract (SATOC), for Indefinite Delivery/Indefinite Quantity (IDIQ) base award, all funding with be issued as Task Orders (TO) under the Base award, so the line-item quantity for “Meal Service” means how many task order we can issue each year. For the purpose of evaluating price, consider that our sample order quantity for pricing.
