About this opportunity

The Bureau of Land Management Colorado State Office seeks replacement of the rooftop HVAC unit at the Montrose Public Lands Center, with proposals due July 14, 2026. This is a Total Small Business Set-Aside for NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors).

Place of performance is 2505 S Townsend Avenue, Montrose, Colorado 81401. The existing unit is a 5-ton Lennox RTU that must be replaced with a new packaged rooftop gas/electric unit. The replacement unit must be nominal 5-ton with dual-stage cooling, minimum 150,000 Btu/hr and 105,000 Btu/hr 2-stage natural gas heating input, and R-454B (A2L compliant) refrigerant. Acceptable manufacturers are TRANE, Carrier, Lennox, or government-approved equivalents. The contractor must verify compatibility with the existing roof curb (approximately 42 inches by 79 inches) and existing electrical and gas service, with authority to provide adapter curbs or new curbs as needed. Work is performed Monday through Friday excluding federal holidays, with the facility remaining open to public and employees during construction. The contractor must handle refrigerant disposal per 40 CFR 82, integrate with the existing Metasys Johnson Controls building automation system, and provide all necessary programming updates and graphic interface modifications.

The award will be a Firm-Fixed-Price Purchase Order under FAR Parts 12 and 13 with a period of performance from August 3 through September 30, 2026. Quotations must reference the attached bid sheet with pricing for three line items: mobilization and demobilization, demolition, and installation. Service Contract Labor Standards WG Det 2015-5435 Rev 30 apply. Evaluation weighs technical submissions (product specification sheet and work plan methodology) and past performance (from DOI internal records, CPARS, and SAM.gov) approximately equal to price on a best-value basis. Active SAM.gov registration is required. Payment is through the Invoice Processing Platform with 14-day prompt pay and progress payments available.
