About this opportunity

The National Park Service is seeking water tank repair and relining services for a 20,000-gallon concrete water storage tank at Rocky Mountain National Park in Colorado through solicitation 140P6425Q0123. The project involves comprehensive restoration work including cleaning, surface preparation via sandblasting to SSPC-SP13/NACE No. 6 standards, repairing minor deficiencies such as hairline cracking and exposed reinforcement, and applying a two-coat NSF 61 certified polyamidoamine epoxy coating system to approximately 1,260 square feet of interior tank surface. Offerors must demonstrate technical capability and prior experience in similar tank relining projects, provide detailed specifications of proposed materials and methods, and maintain valid SAM registration. The evaluation will be based on price, technical capability, and prior experience, with the expectation of awarding a firm-fixed price contract. The original proposal deadline has been extended twice, with final quotes now due September 15, 2025 at 12:00 PM ET via email to jordan_ellis@nps.gov.

This procurement is set aside exclusively for Total Small Businesses under NAICS code 237110 with a small business size standard of $45.0 million, and no incumbent contractor is identified in the solicitation materials. The 90-day performance period has been superseded by weather constraints requiring all work and contractor demobilization to be completed by mid-October before winter road closures at the high-altitude location. The tank, originally constructed in 1938, is located at Fall River Pass at an elevation over 11,815 feet with dimensions of 24 feet long by 12 feet wide by 9.5 feet tall. Work is restricted to the period after the water system shuts down on September 11, 2025, with strict environmental controls including limitations to hand-carried tools, use of designated pedestrian trails only, and a pre-approved 20x20 foot staging area. The remote location presents significant logistical challenges as no 480v power is available on-site, cell phone coverage is unreliable, and all materials must be transported via a 500-foot pedestrian trail from the nearest vehicle access point.
