About this file

This document is a Scope of Work (SOW) for repairing and recoating a 20,000-gallon concrete water storage tank located at Fall River Pass in Rocky Mountain National Park. The project involves cleaning, repairing, preparing surfaces, and applying a two-coat polyamidoamine epoxy system to the tank's interior. The tank, constructed in 1938 and situated at an elevation over 11,815 feet, has dimensions of 24 feet long by 12 feet wide by 9.5 feet tall with an interior surface area of approximately 1,260 square feet.

The work is scheduled to occur between August 30 and November 30, 2025, specifically after the water system shuts down on September 11, 2025, and before Trail Ridge Road closes for winter. The contractor must perform surface preparation, address minor deficiencies including hairline cracking, exposed reinforcement, and a known leak in the southwest corner, and apply an NSF 61 certified coating system. Key requirements include adhering to OSHA safety protocols, using approved materials like Tnemec POTA-POX PLUS SERIES N140 coating, maintaining environmental conditions during application, and following comprehensive quality control and inspection procedures.

SECTION XXXXXX

ROCKY MOUNTAIN NATIONAL PARK

REPAIR AND RECOAT FALL RIVER PASS 20K TANK

DESCRIPTION

1. The Scope of Work (SOW) includes all labor, materials and equipment to clean, perform repairs, prepare the surface, and re-coat the 20,000-gallon (20-K or ‘the Tank’) buried concrete water tank at Fall River Pass (FPR) in Rocky Mountain National Park (RMNP or ‘the Park’).

2. Background: The 20K concrete water storage tank is located atop US HWY 34/Trail

Ridge Road in RMNP, Colorado. The 20K tank was constructed in 1938 and sits at an elevation over 11,815 feet above sea level. The approximate dimensions are 24 feet long by 12 feet wide by 9.5 feet tall with an interior surface area of approximately 1,260 square feet

3. Purpose: This project is to address minor deficiencies identified during a routine comprehensive inspection and cleaning in June of 2024. Minor deficiencies include hairline cracking, moderate voids, exposed re-enforcement, exposed aggregate, surface corrosion of ladder, outlet and drain, and repairs to a known leak in the southwest corner.

Details can be found in a June 2024 inspection report included as an appendix.

4. Location: The work site is approximately 25 miles west of the Estes Park Visitor Center in downtown Estes Park. Generally, vehicles can access to within 500 feet of the 20K tank. The Tank is adjacent to the western intersection of OFRR and US HWY 34, approximately 500 feet to the north, and 90 feet above OFFR. See Appendix 1 for maps as well as a link to this pin.

PERFORMANCE PERIOD

1. Work shall not commence before approved by the Contracting Officer (CO) and expected to occur between August 30, 2025, and November 30, 2025. The total performance period is 90 calendar days. Work shall be performed Monday through Friday between the hours of 7:00 AM and 5:30 PM, excluding federal holidays, unless alternate hours are approved in advance in writing by the CO and/or Contracting Officer Representative

(COR).

2. This water system is operated seasonally and is scheduled to shut down on/around

September 11, 2025. Work in this scope shall not interrupt water service and thusly shall occur after the water system shuts down and before Trail Ridge Road closes for the winter. Weather can close Trail Ridge Road at any time, however facilities at Fall River

Pass generally remain open for business through the Columbus Day holiday. This work is expected to be performed between approximately mid-September and mid-October

2025. The Contracting Officer (or their designee) will coordinate with the Contractor for an extension and/or alternative to the period of performance should the need arise.

Scope of Work Our team completed sediment removal using underwater vacuum equipment. A dusting of Sand was removed from the tank floor. When the cleaning process was finished, a full visual inspection was performed of the tank interior and all interior fixtures. The team also performed a full visual inspection of the tank exterior and all attached fixtures. The details of the inspection findings follow.

Summary of the Inspection

Exterior Inspection

1. The round access hatch (24 inches) is in good overall condition. It was locked, with an intact gasket and no debris below. The hatch is coated. The coating shows minor sags/runs. No corrosion discrepancies were observed.

Interior Inspection

1. The interior concrete roof is in good overall condition with no signs of structural deficiencies, low spots, or holes. Minor hairline cracking, minor exposed scattered reinforcement, and minor exposed aggregate were noted.

2. An interior ladder is present at the South West Wall and is in fair overall condition. Uniform surface corrosion (33%) was observed.

3. The interior concrete wall is in fair overall condition with no signs of movement, structural deficiencies, or leaking. No biofilm was present. Moderate hairline cracking, moderate voids, minor exposed reinforcement in multiple areas throughout the tank, and moderate exposed aggregate were observed.

4. The interior concrete floor is in good overall condition with no signs of movement, structural deficiencies, or leaking. Minor hairline cracking, minor spalling, minor voids, and minor exposed aggregate were noted. A leak was found in the southwest corner and was repaired. It is recommended to do a concrete resurfacing due to the amount of exposed aggregate.

5. The inlet is located at the South Wall and is in good overall condition. It is a PVC pipe and is in good condition.

6. The outlet is located at the West Wall and is in good overall condition. Uniform surface corrosion (10%) was observed.

7. The drain at the center position is in good overall condition. Uniform surface corrosion (0.01% to 0.03%) was noted.

Recommendations

1. Continue to schedule time to clean and inspect Every 3-5 years per AWWA recommendations.

2. Perform epoxy repairs to a large crack at the Northwest interior wall.
