About this file

This document is a Questions & Answers (Q&A) document for Solicitation 140P6425Q0123, Amendment #2, related to a water storage tank repair and re-lining project at Rocky Mountain National Park. The Q&A addresses six key questions from potential contractors, including:

Vehicle and Material Transport: No powered or motorized vehicles are permitted off-road, and the government will not provide labor assistance for material delivery. The use of non-powered equipment like hand carts may be permitted (details in attached Addendum). Site Conditions: 480v power is not available on-site, and cell phone coverage is unreliable. Photographs of the empty water tank are provided, with a note that the images are 1-2 years old. The photos reveal a concrete tank with significant wall deterioration, interior staining, and what appears to be moisture or mineral deposits on the floor, suggesting potential maintenance challenges for the contractor.

Questions & Answers #2

Solicitation 140P6425Q0123

Amendment #2

Repair & Re-Line Water Storage Tank

Rocky Mountain National Park

Question #1 – Is it possible to use a OHV or side by side or other off-road vehicle to access the tank from the closest road for transporting materials from the staging area to the tank site?

No. Use of powered or motorized vehicles or equipment offroad in this area is not approved.

Question #2 – If not, is there any possibility of government furnished labor to assist with delivering materials onsite?

The Government is not able to furnish labor to assist with delivering materials, for two primary reasons – first, it presents potential risks for both the contractor and the Government if an offeror bases their quote price on the assumption that Government labor is available to assist and then that labor ends up not being able to assist. Second, if Government labor were to accidentally cause damage to any contractor equipment, tools, or materials while transporting them, this would also present potential risks to both the contractor and the Government.

Question #3 - Is the use of a hand cart or other non-powered equipment permitted to deliver materials onsite from the road?

See attached Addendum document, specifically Note #2.

Question #4 - Is there power available at or near the project site? What about 480v power for equipment?

480v power is not available on site.

Question #5 – Is there cell phone service at jobsite?

Cell phone coverage on site is to be confirmed by contractor but is known to be unavailable for many carriers.

Question #6 - Are there pictures of the tank available when empty and dry?

Yes, please see photos below. Note: it is believed that these photos are 1 or 2 years old.
