About this file
This document is an Addendum providing specific operational restrictions and requirements for a contract involving work near a tank, likely in a national park or protected environmental area. The addendum outlines five critical notes: (1) Access Route Restrictions mandate using only the existing pedestrian trail to access the tank, with any route deviations requiring written Contracting Officer (CO) approval; (2) Equipment Limitations restrict usage to hand-carried tools and non-motorized carts, with material transport confined to the trail and adjacent disturbed areas; (3) Staging Area Controls limit material storage to a pre-approved 20x20 foot area with temporary visual barriers, with additional staging available in existing roadways pending CO approval.
The document further specifies (4) Surface Protection requirements, mandating ground protection mats in areas where tundra disturbance is unavoidable, and (5) Schedule and Notice Requirements, which include providing three business days' notice prior to mobilization. Critically, the addendum emphasizes that the original 90-day performance period is superseded by weather constraints, with all work and contractor demobilization required to be completed by mid-October before winter road closures. The strict environmental controls suggest this is a sensitive ecological project requiring minimal environmental impact during execution.

Addendum
Note 1: Access Route Restrictions
Contractor shall not use the shortest route from Old Fall River Road (OFRR) to access or transport material to the tank. All personnel and materials must access the tank via the existing pedestrian trail. Any deviation from this route must be approved in writing by the Contracting Officer (CO) in consultation with the Park’s Vegetation Program.
Note 2: Equipment Limitations
Only hand-carried tools and/or non-motorized carts may be used. The transport of material must remain on the trail until the stair section, then proceed adjacent to the east side of the trail where prior disturbance has occurred.
Note 3: Staging Area Controls
Materials may be stored and staged only within a clearly marked and pre-approved footprint adjacent to the tank (approximately 20x20 feet space). The contractor shall install temporary visual barriers (e.g., flagging) to delineate the limits of disturbance. No materials may be staged on tundra without prior written approval of the CO.
Additional staging area and parking is available within existing paved and gravel roadways located in the parking area and Old Fall River Road. Use of these areas is to be approved by the CO.
Note 4: Surface Protection
Contractor shall use ground protection mats in all staging and access areas where tundra disturbance is unavoidable. Mats must be approved by the CO and removed immediately after use.
Note 5: Schedule and Notice Requirements
Contractor must provide at least three business days’ notice prior to mobilization.
Be advised that weather conditions may disrupt the ability to perform by mid-October, as inclement weather may cause road closures and the Government cannot guarantee access to the project site if inclement weather causes the road to close. The 90 day period of performance as described in the original Statement of Work is to be considered superseded by this information – all work needs to be completed and the contractor needs to be demobilized before roads close for the winter, which is typically in mid- October.
