About this opportunity

Pacific Air Forces seeks repair, maintenance, and construction of pavement structures including roads, parking lots, curbs, gutters, drainage systems, sidewalks, markings, and traffic signs at Misawa Air Base, Japan and locations within a 40-kilometer radius, with proposals due May 14, 2026. The procurement is an unrestricted indefinite-delivery/indefinite-quantity fixed-price contract with no small business set-aside.

Place of performance is Aomori, Japan, encompassing Misawa Air Base and subordinate sites within the 40-kilometer radius, including Hachinohe Fuel Terminal, excluding the airfield and Draughon Range. Work is performed Monday through Friday, 0730–1630 hours, excluding U.S. federal holidays, with exterior work prohibited December 15 through March 15 unless approved with temperature control plans. The contractor must obtain a general construction contractor license under Japanese Construction Business Law (special construction license), submit organization charts with project manager, quality control manager, and job site foremen, and maintain bilingual Japanese/English representation on-site. Key personnel require two years' experience and Licensed 1st Class Sekou Kanri-gishi certification for project and QC managers; job site foremen require 2nd Class certification. The contractor must procure vehicle insurance with minimum coverage of YEN30,000,000 bodily injury per person and YEN3,000,000 property damage when operating contractor-owned vehicles on the base.

The contract structure is one-year basic period with one one-year option and a maximum six-month extension. The guaranteed minimum is YEN300,000; the un-guaranteed maximum is YEN1,500,000,000 for the entire contract life. Historical data shows an average of five task orders per year valued at approximately YEN78,550,506 per task order. Performance bonds equal to 100 percent of task order amounts are required for orders exceeding $150,000 or equivalent. Work must commence within 14 calendar days of notice to proceed and be completed within 365 calendar days. Liquidated damages are assessed at YEN80,871 for the first day of delay and YEN37,779 for each subsequent day. Evaluation uses subjective tradeoff methodology weighing total evaluated price (including the six-month extension at 50 percent of each contract year amount) approximately equally with past performance confidence ratings. Past performance references must complete government-supplied questionnaires submitted directly to the contracting office by March 12, 2026. Proposals are submitted in three parts: Part I (Summary and Miscellaneous Data, one original plus two copies), Part II (Price Proposal in Microsoft Excel, one original plus two copies), and Part III (Past Performance, one original plus four copies, limited to 25 pages total). Amendment 0001, effective May 7, 2026, deleted Option Year Two and extended the proposal due date from March 12 to May 14, 2026. NAICS 237310; PSC Z2LB.
