About this opportunity
Brookhaven Science Associates, LLC, on behalf of Brookhaven National Laboratory and the Department of Energy Office of Science, seeks quotations for a 100.625 MHz, 350 kW solid-state RF power amplifier system, with quotations due September 28, 2026, at 8:00 AM Eastern Time and questions due September 4, 2026, at 5:00 PM Eastern Time. This is a full and open competition procurement under NAICS 334220 with a 1,250-employee size standard; no set-aside applies.
Place of performance is Upton, New York. The base contract period is 70 weeks from award, with an optional second identical unit exercisable by BSA within six months of Phase 1 completion, adding 26 weeks if exercised. This is a firm fixed price contract with milestone-based payment over seven stages spanning preliminary design review at week 15, demonstrator delivery at week 16, final design review at week 20, factory acceptance testing at week 67, and final delivery at week 70.
The system must deliver 350 kW steady-state forward power at 100.625 MHz with operational frequency range 100.125 to 101.125 MHz, minimum 85.44 dB gain across a 40 dB dynamic range, 55% AC-to-RF efficiency, unconditional stability over all load conditions up to 3:1 VSWR, and redundant operation maintaining 300 kW output with up to 10% RF power amplifier failures. Critical operational requirements include predicted MTBF exceeding 10,000 hours for the complete SSPA and 35,000 hours for amplifying stage units, 48-hour burn-in test at full rated power, thermal protection limiting LDMOS devices to 130°C and GaN devices to 150°C, water cooling removing minimum 80% of dissipated heat with maximum 40 psi pressure drop, and Ethernet connectivity supporting Modbus/TCP, Ethernet/IP, or OPC-UA protocols. The system requires compliance with IEC 61000-6-2 and IEC 61000-6-4 for electromagnetic compatibility, 29 CFR 1910 Subpart S and NFPA 70E-2021 electrical safety standards, and UL 508 for industrial control equipment. The contractor must provide ISO 9001 quality management system compliance, NRTL electrical certification, a 2-year warranty commencing after successful site acceptance testing, and RF transistor replacements at no cost for two years of operation.
Quotations must include the signed Quotation Pricing Sheet with milestone payment percentages totaling 100%, acceptance of draft contract terms, responses to four technical qualifiers with supporting documentation, AMS Form 050, and SAM.gov registration (domestic vendors) or AMS Form 050 (foreign vendors). Prices must be all-inclusive in U.S. dollars, FOB Brookhaven National Laboratory, including freight and any import duties or customs costs. Payment terms are Net 10 for small businesses and Net 30 for large or foreign businesses. Offerors certifying as other than small or foreign businesses with offers exceeding $900,000 must submit a Small Business Subcontracting Plan with goals of 49% small business, 5% small disadvantaged business, 5% women-owned business, 3% HUB Zone, 3% veteran-owned business, and 3% service-disabled veteran-owned business. FAR Part 25 Buy American Act requirements apply; a 6% price evaluation preference applies to nondomestic end products from large businesses and 12% for small businesses, applied for evaluation purposes only without changing the quoted price. Award goes to the responsive and responsible offeror submitting the lowest total price meeting all technical requirements. Amendment 1, issued September 10, 2026, provides clarifications on gain linearity, phase error, installation floor space (10 ft x 12 ft), the non-negotiable 70-week delivery schedule, water-cooled system cooling requirements, and gating signal specifications.
