About this opportunity
Brookhaven Science Associates, operator of Brookhaven National Laboratory for the U.S. Department of Energy, seeks proposals to administer and manage its Relocation Assistance Program, with Phase I proposals due August 7, 2026, at 5:00 PM EST and questions due July 21, 2026. This is a full and open competition using a Best Value source selection process.
Place of performance is Upton, New York. The contractor will provide comprehensive domestic, international, and Temporary Change of Station relocation services, including relocation planning, travel coordination, household goods movement, temporary lodging, home sale and purchase assistance, financial administration, regulatory compliance, reporting, and employee support for approximately 140 annual relocations. The NAICS code is 531210, Offices of Real Estate Agents and Brokers, with a $15 million size standard. The contract is hybrid: Firm-Fixed-Unit-Price services with tiered unit pricing for three relocation package categories (Domestic CONUS, International OCONUS, and Post-Doctoral) plus Cost-Reimbursable relocation expenses billed as actual, allowable, and properly documented costs without markup or administrative fees. Specific pricing and ceiling amounts are to be determined.
Phase I evaluation uses a 100-point technical scale: Technical Capabilities (20 points), Past Performance & Qualifications (25 points), Management, Financial & Compliance Capability (20 points), Systems Functionality, Data Management & Security (25 points), and Customer Care & Employee Resources (10 points). Offerors must achieve a minimum technical score of 70 to advance to Phase II, consisting of oral presentations in September 2026. Estimated award is November 2026. Large businesses exceeding $900,000 in contract value must submit a Small Business Subcontracting Plan. BSA has historically managed relocation internally with no incumbent contractor. Moving and household goods vendors are treated as subcontractors for subcontracting plan purposes; international companies may participate as prime contractor or through teaming arrangements.
