About this opportunity
Fermi Forward Discovery Group, LLC, operator of Fermi National Accelerator Laboratory for the U.S. Department of Energy, seeks a single-award IDIQ subcontract for integrated service management supporting the Sanford Underground Research Facility in Lead, South Dakota, with proposals due June 5, 2026 (extended from June 1) and questions due May 22.
Housing coordination is required; transportation and parking services are optional. FermiForward prefers an integrated solution coordinating all three service areas under centralized management but will consider housing-only proposals. The contract employs Firm-Fixed-Price and Firm-Fixed Unit Price pricing structures. Housing coordination involves securing commercially available units within 10 miles of SURF (up to 30 miles if justified) for variable-duration occupancies from 2 weeks to 12 months, with estimated demand ramping from 10–20 units initially to 50–80 units at peak, then declining to 10 units over five years. Housing rental costs are paid directly by occupants unless expressly authorized by FermiForward; the subcontractor bears all financial risk for vacancies, no-shows, and non-payment. Transportation services must achieve 95% on-time performance within 5 minutes, supporting 100–170 personnel Monday through Saturday with reduced Sunday service. Place of performance is Central City, South Dakota (Lead area zip code 57754). The anticipated period of performance is July 15, 2026 through July 14, 2031 (one-year base plus four option years).
The NAICS code is 561110 (Office Administrative Services) with a $12.5 million size standard. Evaluation follows a Best Value Tradeoff process, weighted in descending order: Technical Capability, Past Performance (three relevant projects completed within three years), and Price. Technical Capability includes subfactors for service management experience, housing management approach, transportation operations, reservation and billing system capability, safety and risk management, quality control plan, and integrated service capability. The pre-proposal conference and optional site visit are scheduled for May 19, 2026 at 8:00 a.m. MT; registration is required by May 15.
Subcontractors must submit a Corporate Quality Assurance Plan with their proposal and, if awarded, a Project Quality Control Plan within 10 working days of award. Insurance requirements include General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million combined single limit), Excess Liability ($1 million per occurrence), Workers' Compensation meeting South Dakota statutory requirements, and Professional Liability/Errors & Omissions ($1 million for subcontracts under $3.5 million; $5 million for subcontracts exceeding $3.5 million), all with Additional Insured endorsements for specified parties. Certificates of Insurance must be delivered within 10 days of contract signing.
