Performance-Based Expected Minimum Levels of Service (EMLS)

This document establishes performance-based service requirements for commercially sourced housing coordination, transportation, and parking support in Lead, South Dakota, in direct support of mission-critical construction, commissioning, and underground operations at SURF (Sanford Underground Research Facility). The contractor must preserve service contract classification under FAR Part 37 while avoiding leasehold interests, rate control, inventory guarantees, and financial liability for FFDG (the requesting entity). Services are structured to maintain clear separation between occupant-paid housing and requester-funded services, with occupants contracting directly with lodging providers rather than through the government.

Housing services requirements include: securing commercially available units within reasonable commuting distance of SURF with at least 95% of assigned occupants having operationally reasonable lodging (≥95% of units functional per duration standards); implementing a flexible reservation and payment system supporting 2-week to 12-month bookings with secure, occupant-facing payment processing that achieves ≥98% confirmation within 24 hours and zero instances of FFDG billing; providing standard commercial cleaning and linen services without embedding vacancy recovery costs into FFDG-billable services; and ensuring units comply with local safety standards. Transportation services must achieve ≥95% on-time performance and ≥90% issue resolution within 4 hours to support safe access to underground and shift-based operations. Parking services, when mission-required, must achieve ≥95% availability without establishing government leasehold interests. Management and oversight requires weekly reporting on utilization, performance metrics, and compliance. The contractor assumes all vacancy and non-payment risk for occupant-paid lodging with zero continuing obligations beyond authorized service components and 100% compliance with separation of occupant-paid and FFDG-funded services.
