About this file

This is a Questions and Answers document for RFP No. 379780-BH, South Dakota Service Management Services, issued by Fermi National Accelerator Laboratory (managed by Fermi Forward Discovery Group, LLC for the U.S. Department of Energy Office of Science). The document addresses bidder inquiries regarding service requirements in Lead, South Dakota, dated 5/29/2026.

The RFP seeks a single-award Indefinite Delivery Indefinite Quantity (IDIQ) subcontract for administrative services, transportation management, and parking coordination. Key service requirements include: one full-time Program Manager and two full-time Administrative Assistants for evaluation purposes; shuttle transportation for 100-170 personnel Monday through Saturday with reduced Sunday service between 101 Stone Street and 168 Ross Street in Lead, South Dakota, with all transportation pricing to include management, coordination, drivers, vehicles, fuel, and maintenance; and parking space management at the designated worksite with additional parking determined by operational demand. Housing services are handled separately between the contractor and occupants, with pricing to be administered through the contractor's established process and occupants potentially using government per diem for stays of three weeks or less. The pricing schedule should include separate breakdowns for administrative salary, transportation costs, and parking management costs. Work authorization occurs through Task Orders issued as operational needs arise, with monthly invoicing based on the awarded pricing structure. The contractor must have agreements in place with occupants' employers to address financial risk related to housing vacancies, no-shows, early departures, or non-payment. Certification requirements are satisfied through SARC form submission if the contractor is not registered in SAM.gov.

Questions & Answers RFP No: 379780-BH

South Dakota Service Management Services Lead, South Dakota

5/29/2026

1. Are the individuals indicated on the pricing matrix – Program Manager (1) and Administrative Assistant (2) – being requested on a full-time basis? For evaluation purposes, the individuals listed in the pricing matrix are being requested on a full-time basis. Potential bidders should determine staffing needs based on the requirements of the RFP.

2. Regarding the requested monthly price for Transportation – can you provide information on the number of people, schedule, and how many destinations? Estimated number of personnel can vary from 100-170, Monday – Saturday, with reduced volume on Sunday during staggered AM and PM shift times from 101 Stone St. Lead, SD 57754 to 168 Ross St. Lead, SD 57754. Additional schedules and destinations may be determined with future operational needs.

3. Can you also confirm that the monthly Transportation price is for management of the transportation and not the actual cost of transportation? Pricing for Shuttle Transportation shall include all costs for management, coordination, drivers, vehicles, fuel, and maintenance.

4. Regarding the monthly Parking Space Management, can you provide the number of cars? Actual parking will vary with operational demand.

5. Is the parking for when personnel are at the hotel, at the worksite, or a pickup point from which they will be shuttled to the worksite? Initial shuttle parking will be at a designated worksite (101 Stone Street, Lead, SD) and additional parking will be determined with future increases of operational demand.

6. Please clarify the details of the requested on-site support. All details are found in section 9.

Management Objective in the Statement of Objective (SOO).

7. Is being unwilling to agree to this: “The Subcontractor assumes all financial risk associated with housing vacancies, no-shows, early departures, or non-payment by occupants for lodging services paid directly by occupants and not invoiced to the Government.” a disqualifier? FFDG will continually work with Subcontractor to provide real-time forecast data to accurately prepare for housing, transportation, and parking needs. The Subcontractor shall have their own agreements in place with the occupant’s employer/institution to allocate for potential financial risk.

8. Will the contractor be required to have any prior certification with the Government or will the information obtained in SARC be sufficient? The information obtained in the SARC form will be sufficient if not registered in SAM.gov.

9. Will there be multiple contractors selected if needed? Our intent based on the RFP is to establish a single-award subcontract

10. How will the agreements be handled for the Admin and transportation? Billed on a monthly invoice to Fermilab after agreed upon contract? The resulting IDIQ subcontract will authorize work through Task Orders issued by FermiForward as operational needs arise. Administrative services, transportation, parking coordination, or other authorized services would generally be invoiced in accordance with the awarded pricing structure and applicable Task Orders.

11. I assume you would like to see a separate breakdown for Admin salary, transportation costs, and parking? That is correct

12. I understand the lodging will be dealt with separately, between the contractor and the occupants, will the occupants have pricing restraints, or the ability to pay Government Per-diem? This will be helpful for occupancy, three weeks or less. That is correct. Offerors are encouraged to propose practical and competitive housing solutions that support short-term and rotational occupancy needs while considering market conditions and potential Government per diem limitations where applicable.

13. Can you please clarify the pricing? In Att B Pricing Schedule, there is no line item for the housing price of per unit, and there is no pricing for the parking cost (only the management cost). How are the monthly rent/lease payments made for each unit and parking? Housing rental/lease payments are anticipated to be handled through the contractor’s established process with the occupant. The pricing schedule is intended to capture the contractor’s administrative, coordination, scheduling, management, and operational support costs associated with managing those services. Offerors are encouraged to describe in their proposal:

How housing payments would be administered How parking arrangements would be managed Any proposed fee structures or pass-through methodologies Any assumpƟons associated with commercial lodging or parking availability
