About this file
This document is a Quality Requirements specification section (014200) for FermiForward service subcontracts, effective October 2025.
Service subcontractors are required to establish and maintain comprehensive quality control programs to ensure compliance with subcontract documents, applicable codes, and industry standards. Subcontractors must submit a Corporate Quality Assurance Plan with their bid or proposal; failure to do so may result in a non-responsive bid. Within 10 working days of subcontract award, subcontractors must submit a Project Quality Control (PQC) Plan to the Procurement Administrator for FermiForward review and approval. FermiForward will review and accept or require modifications to the PQC Plan within 5 working days of submittal. The PQC Plan must be updated whenever scope changes occur through directed field changes or supplemental agreements. Work cannot commence until the PQC Plan receives acceptance, which is conditional upon satisfactory ongoing performance.
The PQC Plan must identify all personnel assigned quality control functions with their qualifications, duties, responsibilities, and authorities, including designation of a Project Quality Control Manager. The Project Quality Control Manager is responsible for implementing the plan, interfacing with the Task Manager on quality matters, maintaining quality records, attending coordination meetings, ensuring QC checks are performed, developing and maintaining a deficiency/nonconformance list, and preparing quality control reports. The specification provides detailed guidance in three appendices: Appendix A outlines required elements of Corporate Quality Assurance Plans; Appendix B provides Project Quality Control Plan guidance covering organizational structure, work phases, QC procedures, testing protocols, nonconformance handling, and documentation requirements; and Appendix C contains a template Corporate Quality Assurance Plan for contractors without existing quality documentation.
