About this opportunity

The U.S. Department of Agriculture Agricultural Research Service is seeking to procure a complete rewiring of the fire alarm voice notification system at the National Laboratory for Agriculture and the Environment in Ames, Iowa. The project involves replacing existing fire alarm wiring with new fire alarm-rated twisted pair shielded wire throughout the basement, first through third floors, and two penthouses, while expanding the existing Simplex 4100ES fire panel system to include voice notification capabilities with speakers installed in major walkways, laboratories, penthouses, and conference rooms. Contractors must comply with NFPA 72 standards, use addressable microprocessor-based systems with multiplex signal transmission, maintain 25% spare circuit capacity, and demonstrate a minimum of five years of electrical experience. The solicitation will be evaluated using the Lowest Price Technically Acceptable (LPTA) method, requiring both technical and price proposals to be submitted electronically to tiffany.reval@usda.gov. Following Amendment 1, the proposal deadline has been extended to August 21, 2025, at 5:00 PM Central Time, with mandatory site visits scheduled for July 29 and 31, 2025.

This procurement is designated as a Total Small Business set-aside under NAICS code 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a small business size standard of $19 million. The contract is anticipated to be valued between $100,000 and $250,000 and will be awarded as a Firm Fixed Price contract with F.O.B. destination terms. The performance period is 180 days, including a mandatory 30-day "burn-in" period for system testing, with contractors required to provide monthly progress reports and maintain as-built drawings throughout the project. The work will be performed at the USDA facility located in Ames, Iowa, and includes integration with two elevators as part of the comprehensive fire alarm system upgrade. Johnson Controls is identified as the installing contractor for the existing Simplex 4100ES system, though this appears to be related to the current system configuration rather than indicating an incumbent contractor for this procurement.
