About this opportunity

The National Highway Traffic Safety Administration (NHTSA) anticipates soliciting multiple Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts for advanced safety research and technical support services, with a solicitation release expected in December 2026 and awards targeted for February 2027.

This is a full and open competition with no set-aside. Work must be performed at contractor facilities located within the continental United States. The anticipated period of performance is 60 months, consisting of one 36-month base period and one 24-month option period.

The scope encompasses vehicle safety research, testing, and analysis across multiple technical domains: planning and conducting vehicle safety research studies; testing and evaluation of Advanced Driver Assistance Systems (ADAS) and Automated Driving Systems (ADS); simulation and modeling of vehicle systems and driver behavior; vehicle component testing and functional safety assessments; on-road testing and naturalistic driving studies; safety impact assessments and data analysis; cybersecurity research and evaluation; and application of artificial intelligence and machine learning to vehicle safety. Offerors may propose to support one or more identified research areas and are not required to qualify in all areas.

Task orders may utilize Firm-Fixed-Price (FFP), Cost-Plus-Fixed-Fee (CPFF), or hybrid contract types combining FFP and CPFF elements. The applicable NAICS code is 541380 (Testing Laboratories and Services). Offerors must be registered in the System for Award Management (SAM) at www.SAM.gov to be eligible for award. The deadline for responding to this pre-solicitation notice is December 30, 2026.
