The solicitation requires approximately 14,300 square feet of hangar space and 25,000 square feet of ramp space with specific dimensional requirements and associated facilities. Offers will be evaluated using a best value/trade-off methodology, with technical factors like layout efficiency and Energy Star characteristics weighted approximately equally to price. Initial proposals are due by 4:00 p.m. Eastern Standard Time on April 9, 2025, with a planned site visit scheduled for the week of April 14, 2025. Potential offerors must complete registration in the System for Award Management (SAM) and submit comprehensive technical and price proposals following the specified submission guidelines.
The lease will have an initial term of one year with three consecutive one-year renewal options, providing flexibility for the Navy's mission requirements. There are no specific set-aside designations for this solicitation, making it open to all qualified contractors. While no specific award value is explicitly stated, the solicitation includes detailed requirements for facility specifications, including 24/7 access, utility services, and Energy Star efficiency standards. The place of performance is located in Glen Ridge, FL 33406, specifically within the West Palm Beach International Airport perimeter. The government will have the ability to terminate the lease after the initial term with 90 days' notice, and the selected space must provide ready access to airport runways and operating environments. Offerors must demonstrate compliance with comprehensive fire protection and life safety evaluations, as well as provide detailed representations and certifications as part of their proposal.
