Provide a floor plan specifying the space(s) offered and the configuration of the proposed hangar space, with accurate depictions of the hangar doors, access doors, available office and crew lounge space, restroom location and any other relevant information regarding your offered space. Provide hangar eave and ceiling heights. Include the location of offered parking spaces in the floor plan or provide a site plan showing the location of offered parking spaces.
(2) Energy Star Characteristics. Existing buildings must have earned the Energy Star label in the most recent year or will have obtained it prior to lease award, unless the offered space meets one of the statutory exceptions below. To meet this requirement, provide your completed Attachment C or Attachment D, as applicable for the hangar space being offered.
Refer to paragraph 4 below for details regarding Energy Star® labeling. Offerors are responsible for providing proof of Energy Star® labeling; or describing their proposed improvements for energy efficiency and conservation; or demonstrating why no improvements are cost effective; or demonstrating the lease will be in a building of historical, architectural, or cultural significance listed or eligible to be listed on the National Register of Historic Places. See Attachment C (to be completed if offering 10,000 NSF or less) or Attachment D (to be completed if offering over 10,000 NSF) as applicable.

(2) If no improvements are proposed, the Offeror must demonstrate to the Government why no energy efficiency and conservation improvements are cost effective. If, following Government’s review, the Government finds this explanation to be deficient, the offer may be considered technically unacceptable.
b. Energy Star Characteristics (applicable to leases over 10,000 square feet):
(1) In accordance with the Energy Independence and Security Act of 2007 (42 U.S.C.
§17091), leases with over 10,000 square feet of space must be located in a building(s) that has earned the Energy Star® label in the most recent year (not more than one year prior to date of lease award), unless the offered space meets one the statutory exceptions listed below under subsection (b). Newly built buildings and existing buildings that have had an Energy Star® label or are able to produce documentation that it can receive an unofficial score of 75 or higher, but are unable to obtain a label in the most recent year because of insufficient occupancy, shall achieve an Energy Star® label within 18 months after occupancy by the Government.

No legal liability on the part of the Government under this SFO or for any payment may arise until funds are made available to the Real Estate Contracting Officer (RECO) for a lease contract and until the Offeror receives notice of such availability, to be confirmed in writing by the RECO. In the event sufficient funds are not made available, the Government may not make an award under this SFO.

7. Basis of Award.
a. Award will be made using Best Value/Trade-Off Procedures. Award will be based on technical factors and price, which together constitute a best value to the Government. Technical factors when combined are approximately equal in importance to price. The objective is selection of a lessor whose overall Offer demonstrates the best value to the Government based on the specified technical criteria and offered price. The technical factors are of equal importance to each other. Technical evaluation factors are approximately equal in importance to price. All Offers shall be evaluated against the established criteria set forth below. An unacceptable rating in any factor, unless corrected in discussions, shall render the entire technical Offer unacceptable and therefore ineligible for award. The technical factors are: (1) Layout Efficiency, and (2) Energy Star Characteristics.
b. Offers will be evaluated in two Phases as follows:
Phase I: Compliance with Minimum Requirements
Offers will first be screened for compliance with all Minimum Requirements for Leased Space. The RECO may enter into discussions regarding Minimum Requirements to ensure maximum competition in Phase II.
Phase II: Evaluation of Technical Factors.
Offers meeting the Minimum Requirements will be evaluated against the established criteria set forth below under the Technical Factors (1) Layout Efficiency, and (2) Energy Star Characteristics. The Technical Evaluation Team shall review each Offer and rate each technical factor as “good,” “acceptable,” or “unacceptable.” An unacceptable rating in any factor shall render the entire Offer unacceptable and therefore ineligible for award, unless the RECO determines to hold discussions/negotiations and accept revised Offers. If no Offers meet all Minimum Requirements for Leased Space, the Real Estate Contracting Officer may engage in discussions with any Offerors deemed to be in a competitive range.
Factor 1: Layout Efficiency. The Government will evaluate the offered space based on the location of the required facilities, including hangar space, access doors, hangar dimensions, office, crew space, ramp space, and parking, in relation to each other as indicated in the required floor plan. The Government will conduct site visits to each offered space during the week of April 14, 2025 to confirm the site plan and see the space. The Government will evaluate how efficiently and advantageously the offered space meets the Government’s needs based on the submitted floor plan and the site visit. Space that has higher eave / ceiling heights and wider on-grade loading doors will be rated more favorably than space that has lower eave / ceiling heights and narrower on-grade loading doors. Hangar space that is stand-alone or not shared with other tenants will be rated more favorably than hangar space that must be shared.
Factor 2: Energy Star Characteristics. The Government will evaluate the Offeror’s Energy Star Label Form (Attachment C if space offered is 10,000 NSF or less) or Attachment D (if space offered is over 10,000 NSF) and any submitted proof of the Energy Star label from the Environmental Protection Agency to determine whether the energy efficiency and conservation for the proposed Space meet the requirements described in this Solicitation and its attachments. Spaces with an Energy Star label will be rated most highly. Spaces for which the Offeror proposes making cost-effective energy efficiency improvements will be evaluated regarding the expected operational cost savings of the improvements during the firm term (first year) of the lease. For offered spaces without an Energy Star label, if the Offeror does not propose to make improvements based on a demonstration that such improvements would not be cost effective during the first year of the lease, the Government will evaluate the reasonableness of the Offeror’s explanation. If the explanation is unreasonable, the Offer may be considered technically nonresponsive.
c. Rating Scheme
Technical factors will be evaluated using the adjectival rating and definitions below. The addition of plus (+) or minus (-) to an adjective rating will not be used.
ADJECTIVAL RATINGS
Rating Definitions
Good (G)
The offer/factor demonstrates a good understanding of the Government’s requirements. Offered space exceeds Government’s standards. Offer/factor contains strengths that are not offset by weakness. Risk to Government is low.
Satisfactory (S)
The offer/factor demonstrates an acceptable understanding of the Government’s requirements. Offered space meets Government’s standards. Offer/factor contains no strengths that are not offset by weakness. Risk to Government is moderate.
Unacceptable (U)
The offer/factor demonstrates a lack of understanding of the Government’s requirements. Offered space does not meet Government’s standards. The offer/factor contains major omissions, significant weaknesses and/or deficiencies. Risk to Government is high.
Definitions
Strength
An aspect of an offeror or factor that has merit or exceeds specified requirements in a way that will be advantageous to the Government during the lease term.
Weakness A flaw in the offer or factor that increases the risk to the Government.
Deficiency
A material failure of an offer or factor to meet a Government requirement.
d. PRICE:
Price will be evaluated on the basis of price reasonableness. The Government will evaluate the Offeror's total proposed annual rent for the required hangar space and ramp space over all four (4) years (i.e., the firm term plus all three renewal option years) as calculated in accordance with Attachment G. The total price proposed for rent will be compared to the Government estimate and/or other independent price and cost information.
One or more of the following techniques will be used to ensure a fair and reasonable price:
1. Comparison of proposed prices received in response to the Solicitation.
2. Comparison of proposed prices with the independent Government estimate.
3. Comparison of proposed prices with available historical information.
A price that is found to be unreasonably high may indicate an inherent lack of understanding of the Solicitation requirements and may result in the overall proposal being considered unacceptable.
Proposed prices of all Offers which meet the Minimum Requirements for Leased Space will be evaluated. The price proposals will be evaluated separately from the Technical Factors.
