About this file

Attachment D is an Energy Star Label Form for leases over 10,000 net square feet (NSF) related to Solicitation Number N69450-25-RP-00066. The form requires offerors to provide information about the energy efficiency of the proposed leased space, specifically addressing whether the space has earned the Energy Star label in the most recent year or is located in a historically significant building.

For spaces without an existing Energy Star label, offerors must detail planned renovations to meet Energy Star requirements or demonstrate cost-effective energy efficiency improvements. These improvements may include upgrades to lighting, windows, heating, ventilation, and air conditioning systems. The form stipulates that all renovations must be completed without cost to the government prior to space acceptance, and if no improvements are proposed, the offeror must justify why such enhancements are not cost-effective.

ATTACHMENT D

ENERGY STAR LABEL FORM (to be completed for leases more than 10,000

NSF), SFO N69450-25-RP-00066

1. Has the offered space proposed to be leased to the Government earned the Energy Star label in the most recent year? If so, provide/attach any supporting documents. If the space has not earned the Energy Star Label, is the space in a building of historical, architectural, or cultural significance listed or eligble to be listed on the National Register of Historic Places?

2. If the space has not earned the Energy Star label in the most recent year, then describe how and when the space will be either renovated to meet the Energy Star label, or renovated for all energy efficiency and conservation improvements that would be cost effective over the firm term of the lease (one year), including improvements in lighting, windows, and heating, ventilation, and air conditioning systems. Attach any supporting documents as necessary to answer this question. Renovations under Energy Star requirements shall be made without cost or expense to the Government occupants prior to the Government’s acceptance of the space.

If no improvements are proposed, the Offeror must demonstrate to the Government why no energy efficiency and conservation improvements are cost effective.
