About this opportunity

The Department of State seeks a nationwide public awareness campaign on AI-enabled fraud and online scams in Vietnam, with quotations due August 31, 2026 at 5:00 p.m. local time (amended from August 24). Award will be based on lowest price technically acceptable evaluation. This is not a small business set-aside.

Place of performance is Hanoi, Vietnam. The contractor must establish a branch office or local representative with a Hanoi address at the time of proposal submission and must demonstrate prior experience implementing public communication campaigns in collaboration with the Ministry of Public Security; experience may be satisfied through subcontractors or teaming partners. Quoters must provide evidence of relevant prior projects and proof of Hanoi operational presence or face technical unacceptability.

The contract value is estimated at $100,000 to $120,000, with pricing submitted in Vietnamese Dong on a firm fixed-price basis including all labor, materials, overhead, profit, and taxes. The campaign runs 12 months and targets American expats, Vietnamese youth ages 16–35, and elderly populations 55+. Deliverables include audience research (minimum 600 respondents across eight provinces), five campaign videos in Vietnamese and English with U.S. government accessibility standards including closed captioning, twenty-plus digital assets, a bilingual toolkit, a campaign launch event in a four-star Hanoi hotel (80–100 participants), six full-day training workshops across selected provinces, paid digital advertising through minimum ten media outlets, engagement with at least two influencers with 100,000+ followers, and final evaluation reports. Payment is made in four installments upon completion of each performance period. In case of tied pricing, the tiebreaker is campaign creativity and overall components. NAICS code is 54191 (Marketing Research and Public Opinion Polling); PSC code is R422. Offerors must register in SAM with a Unique Entity Identifier prior to submission and comply with NDAA certification and overseas commercial item clauses.
