About this file

This is a quick start guide for foreign vendors and contractors registering with the System for Award Management (SAM) to conduct business with the U.S. Government. The guide outlines a four-step registration process: (1) Request a Unique Entity Identifier (UEI) number, which takes up to one business day; (2) Obtain a NATO Commercial and Government Entity (NCAGE) code, which takes up to three business days; (3) Register in SAM; and (4) Renew SAM registration annually. All vendors and contractors receiving awards at or over $30,000 USD must maintain active SAM registration at the time an offer or quotation is submitted. Vendors receiving awards over $10,000 but less than $30,000 must have a UEI number in SAM. The entire registration process takes an average of 5-10 days to complete and is free of charge.

The guide emphasizes critical requirements for successful registration, including that legal business name and address information must be identical across UEI, NCAGE, and SAM registrations, with special characters replaced by single spaces. Applicants must gather banking information, average sales data for the past three years, total staffing numbers, and point of contact details before beginning registration. SAM registration is valid for one year and must be renewed prior to expiration to avoid missing awards or contract extensions. The document provides step-by-step instructions, tutorial links, and support contact information, including the FSD help desk at https://www.fsd.gov/gsafsd_sp for technical assistance and the DLA Customer Interaction Center at dlacontactcenter@dla.mil or 1-877-352-2255 for NCAGE code questions.
