About this opportunity

The United States Army Contracting Command - Rock Island is seeking a design-build contractor to furnish labor, equipment, and materials for constructing an overhead monorail conveyor system at Building 190 of the McAlester Army Ammunition Plant. The project requires installation of a complex monorail system with specific components including a base monorail system, hanger holding rails, spur rail, tar melt out lane, bomb removal station, hold for paint loop, and transition options, all designed to handle inert bomb body preparation operations. Contractors must provide detailed technical descriptions and conceptual drawings for each component, demonstrating how the equipment will function and integrate with existing 2018-2019 monorail infrastructure. The government will evaluate proposals based on technical acceptability and award a single Firm Fixed Price contract to the responsive, responsible offeror with the lowest price. Questions regarding the solicitation are due by August 11, 2025, at 10:00 AM Central Time, with final proposals due August 13, 2025, at 2:00 PM Central Time.

This procurement is set aside 100% for small businesses under NAICS code 333922 (Conveyor and Conveying Equipment Manufacturing), with no incumbent contractors identified in the documentation. The estimated project value ranges between $1,000,000 and $5,000,000, with a projected completion date of March 30, 2029. The monorail system must include at least 60 trolleys with a minimum capacity of 2,000 pounds each, capable of handling bomb types ranging from 45 to 99 inches in length, and feature eight independent powered sections with five spinner mechanisms. Installation work is scheduled to occur between April 2028 and March 2029, with the system designed to integrate fully with existing monorail infrastructure at the facility. The place of performance is McAlester Army Ammunition Plant in McAlester, Oklahoma, where the contractor will need to coordinate with MCAAP Engineering Staff for technical validation and approval of the proposed equipment concepts.
