About this file
The document is a Questions and Responses file from a walkthrough for the B190 East Monorail Walkthrough on 04 AUG 2025, related to Solicitation W519TC25RA011 for the McAlester Army Ammunition Plant. The Q&A session covers critical technical details about a monorail system installation, including system integration, powered sections, process flow flexibility, and equipment requirements. Key clarifications include full system integration between East and West sections, powered transition legs with elevation changes, and confirmation that McAAP will handle facility work and worktable design.
The associated federal contract opportunity is a design-build construction project for an overhead monorail conveyor system at Building 190, set aside 100% for small businesses under NAICS 333922. The United States Army Contracting Command - Rock Island (ACC-RI) is seeking a Firm Fixed Price contract with a projected completion date of March 30, 2029. Contractors must submit detailed technical descriptions, conceptual drawings, and pricing for specific components including the base monorail system, hanger holding rails, spur rail, tar melt out lane, bomb removal station, and transition options. Proposal submissions are due August 13, 2025, with questions accepted until August 11, 2025.

Questions and Responses from B190 East Monorail Walkthrough on 04 AUG 2025
1) What is the purpose of the kickout?
Answer: to push the loaded carriage out of the work cell/area. (Example: Out of the paint booth after it has finished operating.)
2) Must the new system fully integrate with the existing system in B190 West?
Answer: Yes, full functionality in both directions is required and essential.
3) Why are there two options on the West to East connection sections?
Answer: These were given as options to give leeway to the contractor’s design and some freedom in how best to achieve the desired path with their system.
4) Are the East to West and West to East connection legs supposed to be powered?
Answer: Yes, these systems are to be fully powered to prevent the carriage from sliding out of the operator’s control. Also, there is an elevation change between the east and west sides, so the powered functionality is vital in moving the assets “up” without utilizing multiple workers and putting their safety at risk.
5) How will the East/West and West/East transitions need to be controlled?
Answer: They can be automatically sensed and fed one way or another, or they can be controlled by having the operator manually activate the transition when ready. This will depend upon the final design and technical level proposed by the contractor. Safety and easy utilization must be carefully considered, and no option may interfere with the existing operations in B190 West.
6) What is the powered section between the tar station and the tilt station for?
Answer: The tar station and tar supply equipment will be replaced, and it will reside in the area underneath the labeled powered section. This leg acts as the return for empty carriages and hangers for the operation. Workers will not be able to easily handle and maneuver them into place, so this powered section is vital in delivering them to the area of the operation where they are needed.
7) Will the contractor need to supply the worktables listed on the drawing (5166)?
Answer: No, these will be designed, manufactured, and installed by McAAP.
8) What is the weight capacity of the drop station?
Answer: The drop station should be designed to handle 4 of the heaviest assets mentioned in the SOW. This weight of each asset can be provided by McAAP.
9) Is there flexibility in the process flow?
Answer: Yes, there is some flexibility in the process flow, but the overall process must be similar to what is shown on 5166. Any deviations are to be proposed and approved by McAAP AO Execution and OM Engineering staff within the contractual window for technical review.
10) What will be removed from the workspace prior to installation?
Answer: All equipment (including the existing monorail), utilities, ducting, platforms, and other items will be removed from the space prior to the new monorail installation. The modernization initiative accounts for a total floor to ceiling renovation of the building, so it will be a clean slate.
11) Will the contractor be responsible for any facility work, including but not limited to cutting through the concrete walls?
Answer: No. All facility work, utility supply and connection, and concrete modification will be done by McAAP PW personnel. After award, the contractor is responsible for providing a detailed description of the required facility work at their earliest convenience, so that it can be completed prior to monorail system installation.
12) Are you requiring that the supplier of this equipment be ISO certified to ISO 9001:2000 or better?
Answer: We are not requiring that degree of quality certification at all levels. We just need the manufacturer of the materials and systems to have an adequate quality control program in place that is comparable to similar industrial programs. We need the final products to be fully capable of providing robust, efficient, and reliable service.
