About this opportunity

The Department of the Army Materiel Command Contracting Command Rock Island Arsenal is seeking information from potential contractors for a monorail system installation and modernization project at the McAlester Army Ammunition Plant (MCAAP). The project involves designing, fabricating, and installing a new overhead monorail system in Building 190, which is critical to the bomb production line for the Department of Defense. The Request for Information (RFI) seeks insights into contractor capabilities, past performance with similar systems, and technical expertise for a complex monorail infrastructure that will support bomb component processing. Interested parties must submit their RFI responses electronically by May 5, 2025, at 3:00 pm CDT to the designated points of contact, Adam Burgmeier and Pamela Grys. A mandatory site visit is scheduled for May 20, 2025, requiring interested contractors to complete background checks and RSVP by May 12, 2025.

The procurement is not set aside for any specific business category and will be competed among current Indefinite Delivery/Indefinite Quantity (IDIQ) contract holders. The new monorail system must accommodate at least 60 trolleys with a minimum capacity of 2,000 pounds, featuring eight independent powered sections to transport loaded trolleys through various processing stations. The installation is planned between April 2028 and March 2029, with multiple design review stages at 30%, 60%, and 90% completion. The system must integrate with the existing west side monorail and include specific technical requirements such as pneumatically or electrically actuated track path switches and five spinner mechanisms for hanger rotation. The contractor will be required to provide comprehensive documentation, including operational and maintenance manuals, and offer a one-year warranty against defective materials and workmanship.

Notice text

McAlester Army Ammunition Plant (MCAAP) is the premier bomb loading facility for the Department of Defense (DOD) and the sole-source of PBX (plastic bonded explosive) loaded general purpose (GP) and penetrator bombs used by the United States Navy and Air Force.

Building 190 is the initial prep facility for MCAAP’s “A-Plant” bomb production line. 2,000 lbs bomb bodies begin the production process here, where they are transferred to various prep stations by a powered overhead monorail before explosives fill, final assembly and palletization.

Address: 1 C Tree Rd, Building 190 McAlester, OK 74501

This custom-built monorail system was designed around MCAAP’s existing bomb prep equipment and the OEM who supplied and installed this equipment in 1979 became insolvent in 2022, leaving MCAAP without a supplier for repair parts and ongoing support.
