About this file
This document is a Contractor Q&A List for Solicitation W519TC25RA011, a design-build project for an overhead monorail conveyor system at McAlester Army Ammunition Plant (McAAP) Building 190. The solicitation is a 100% small business set-aside for a Firm Fixed Price contract, with a projected completion date of March 30, 2029, and an estimated budget between $1,000,000 and $5,000,000. Key technical requirements include furnishing and installing a monorail system with specific components such as base monorail system, hanger holding rails, spur rail, tar melt out lane, bomb removal station, and paint loop transition.
The Q&A document provides critical technical details about the project, including specifications for (60) trolleys that must be compatible with the existing 2018-2019 monorail system, operate in manual and powered sections, and meet specific functional requirements. Contractors are required to completely design, engineer, acquire materials, install, and validate the monorail system functionality. The proposal must include detailed technical descriptions, conceptual drawings, dimensions, and component locations. Proposals are due August 13, 2025, at 2:00 PM CST, with questions due by August 11, 2025, at 10:00 AM CST. Contractors must be registered in the System for Award Management (SAM) and will be evaluated based on lowest price to a responsive, responsible offeror.

W519TC-25-R-A011 Contractor Q&A List:
1. How far does the hazard areas extend in zones near paint, stripping, and thermal coating booths?
The hazard area extends three feet around the outer edges of the booth/equipment in question.
2. Does the hazard rating apply all the way to the hoist? Or just a portion of the space?
The hazard rating just pertains to the space around the booth/equipment, not to the hoist itself.
3. Could you tell us what the original Monorail is? And what it looks like?
The existing original monorail track is 6 inch rolled form (in the SOW 3.1.11). The hanger assembly drawing (page 2 of the drawings attachment) also gives dimensions to what the track should be based on fitting that hanger assembly.
4. Is the contractor responsible for supply of the (60) trolleys mentioned in para 3.1.16 of the spec
Yes, the contractor is responsible for the trolleys.
5. Is there any technical specification for the trolley
The trolleys are to be able to hold the loads as specified in the solicitation. They are to be easily maintainable, and they should be made of commercial off the shelf items that can be easily acquired and replaced. They are to fully function in the manual system, have the ability to run in either direction, and readily attach and move through the drop stations and powered sections of the monorail. The trolleys must also be fully compatible to operate on the existing monorail system in B190 West, since system compatibility is essential meeting the requirements of this proposal. This includes moving in manual mode, through all powered sections and drop stations, along the elevation transition sections, and interfacing as necessary with all existing equipment.
6. How old is the current system?
Installation occurred in 2018-2019
7. Is there any hoist mounted on the trolley, are we supply the hoists as well? if yes, please provide technical specs for the hoist
Hangers will be attached to the trolleys, and these will be provided by McAAP.
8. Is there a site visit scheduled for this project, so we can familiarize ourselves with the site conditions?
A mandatory site visit is not required for proposal submission, however, if you would like to schedule a site visit please coordinate with POC Tyler Harper, tyler.c.harper.civ@army.mil, (918) 420-7447
9. When is the soonest possible start date?
As soon as MCAAP clears out the building as needed and a final design has been approved. Coordination will be between MCAAP and the contractor.
10. Would there be milestone progress payments available on this project?
Progress payments were not to be contemplated for this project.
11. With this being expected to be a multi year project, we plan on adding an inflation index escalator on our price, are you expecting this as the format for the multi year pricing? Do you have an expected rate in mind for that or should we use general inflation estimates?
Please use general inflation estimates so a fair and reasonable price can be determined.
12. Is there a ROM budget or expected magnitude?
Between $1,000,000 and $5,000,000.
13. Is the end user open to purchasing engineering hours to design and develop the project?
The proposal as stated is for the contractor to completely design, engineer, acquire materials, install, and validate functionality of a completed monorail system to meet the specifications and requirements of McAAP. All engineering hours are to be included in the bid for the final installed system.
14. In the Monorail+SOW, Section 2.1 Standards and Regulations, Line v. ISO 9001:2000 – Quality Management System. Are you requiring that the supplier of this equipment be ISO certified to ISO 9001:2000 or better? If we are not ISO certified will our bid be considered?
We are not requiring that degree of quality certification at all levels. We just need the manufacturer of the materials and systems to have an adequate quality control program in place that is comparable to similar industrial programs. We need the final products to be fully capable of providing robust, efficient, and reliable service.
