About this opportunity

The Bureau of Land Management seeks support services for off-range pastures serving the Wild Horse and Burro Program across Kansas, Missouri, Oklahoma, and Utah under a multiple-award IDIQ contract, with proposals due August 3, 2026. This is a 100% small business set-aside under NAICS 115210 (Support Activities for Animal Production).

The combined ceiling for all awarded contracts is $226 million over the ten-year performance period (October 1, 2026 through September 30, 2036). Contractors must provide pasture facilities, personnel, equipment, and supplies to care for a total program capacity of 16,000 wild horses across all awards, with each contractor maintaining a minimum capacity of 200 animals. Pricing is structured on a per-head-per-day unit rate across ten ordering periods, with base pricing for five years (OPs 1–5) and optional extension through year ten.

Contractors must control offered land at proposal submission and demonstrate comprehensive technical and operational capabilities, including pasture management, supplemental feed (minimum 120 days), water, salt, minerals, corrals, and loading/gathering facilities. All personnel must possess livestock management experience. Contractors must maintain a Henneke Body Condition Score of 4 or above for at least 95% of animals, conduct weekly observations and monthly inventories, and comply with BLM's Comprehensive Animal Welfare Program standards. Four mandatory plans—Pasture Management Plan, Quality Control Plan, Personnel Plan, and Safety Plan—must be submitted within 14 days of award.

Evaluation occurs in three phases: Phase I assesses facility-land status and land/site access as Acceptable/Unacceptable gates; Phase II evaluates technical capabilities and past performance using adjectival ratings; Phase III confirms site visit acceptability. Non-price factors significantly outweigh price. Award is anticipated October 1, 2026, though task order issuance and animal delivery may be delayed up to 24 months pending NEPA review and facility verification. Amendment No. 0002 (posted July 30, 2026) supersedes specified RFP sections and clarifies geospatial data formatting and submission procedures; Amendment No. 0001 incorporated substantive revisions and responses to offeror questions.
