About this file
This document is Amendment No. 0002 to RFP 140L0125R0010 for Wild Horse and Burro Program (WHBP) Support Services: Off Range Pastures (ORP) in 4 States, issued by the Bureau of Land Management (BLM) Acquisitions & Financial Assistance office in Washington, DC. The amendment is effective July 2, 2026, and responds to five offeror questions regarding proposal submission procedures, file formats, geospatial data requirements, and incumbent contract information.
The solicitation seeks support services for managing off-range pastures for wild horses across four states, with a period of performance from October 1, 2026, through September 30, 2036. The proposal due date remains unchanged at Monday, August 3, 2026, at 8:00 AM Mountain Standard Time. Key clarifications include: geospatial files are excluded from the 50-page proposal limit; offerors may submit geospatial data in any common format (shapefile, KML, etc.) rather than a specific format; topographic maps must display pasture locations labeled with names or unique identifiers; and proposals must include detailed site design specifications including fence locations, water sources, corrals, and handling facilities. The amendment provides a table of 16 incumbent contractors currently managing similar off-range pasture contracts with maximum horse capacities ranging from 100 to 2,750 horses. Offerors must acknowledge receipt of this amendment by completing Standard Form 30, either with their proposal or separately prior to the proposal deadline. The amendment supersedes specified pages from the original RFP (Section J and Section L) and incorporates revised evaluation criteria for subfactors addressing pasture design, water availability, soil conditions, fencing, corral facilities, and supplemental feed provision.
