About this file
This is a Site Visit Checklist attachment for RFP No. 140L0125R0010, which pertains to the Bureau of Land Management's Wild Horse and Burro Program (WHBP) Support Services for Off-Range Pastures (ORP) across four states under a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle. The site visit is conducted strictly for BLM visualization and verification of representations made in offerors' proposals and explicitly prohibits questions, answers, negotiations, or proposal modifications during the visit. Offerors must complete Section I of the form, providing entity name and a site visit point of contact with contact information, and include the completed checklist as a Word document in Volume I of their proposal submission.
The BLM completes Section II during the site visit, documenting the date, time, and attendees present. The checklist evaluates eight specific technical and facility-related factors against acceptance criteria: (1) year-round truck and trailer accessibility to receiving corrals in all weather conditions; (2) forage species match and adequacy for proposed stocking rates; (3) water source types, capacity, and accessibility for the requested horse capacity; (4) soil composition containing adequate rock for natural hoof wear; (5) existing fence condition, material, and dimensions; (6) existing corral facility condition and specifications; (7) equipment availability as described in proposals; and (8) availability of natural or manmade shelter from the elements. Each item receives an "Acceptable" or "Unacceptable" rating, with proposed new or modified infrastructure that is not yet constructed receiving neutral ratings.
