About this file

This is Amendment No. 0001 to a Request for Proposals (RFP) for the Bureau of Land Management's Wild Horse and Burro Program Off-Range Pastures (ORP) Support Services in four states: Kansas, Missouri, Oklahoma, and Utah. The amendment responds to offeror questions and incorporates revisions to the original RFP.

The solicitation seeks multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contracts for providing pastures, feed, and care for wild horses over either 5 or 10-year performance periods beginning October 1, 2026 through September 30, 2036. This is a 100% small business set-aside under NAICS code 115210 (Support Activities for Animal Production) with an $11 million size standard, to be awarded using FAR Parts 12, 15, and 16.5. The proposal submission deadline remains Monday, August 3, 2026 at 8:00 AM Mountain Standard Time. Offerors must demonstrate control of offered land at proposal submission, provide comprehensive technical proposals addressing facility land status, land and site access, technical capabilities (including pasture management, site design, supplemental feed, equipment, shelter, and safety), past performance on comparable projects from the last fifteen years, and complete site visits. Evaluation occurs in three phases: Phase I assesses facility-land status and land/site access as Acceptable/Unacceptable gates; Phase II evaluates technical capabilities and past performance using adjectival ratings; Phase III confirms site visit acceptability. Award will be made to responsible offerors submitting the best value proposals, with non-price factors significantly outweighing price. The amendment includes twenty-two questions and answers addressing proposal validity periods, small business qualifications, SAM.gov registration, business organization structures, land availability timing, representations and certifications requirements, proposal submission procedures, and evaluation methodologies.

Responses to questions:

Question 01: Will the due date for proposal submission be extended or is it still 8:00 am MST on August 3, 2026?

Answer: The due date for the proposal submission remains Monday August 3, 2026 at 8:00 am MST, refer to RFP Part I-Section A Standard From Block 8.

Question 02: Does an offeror have to qualify as a small business to apply for this contract?

Answer: Any vendor may submit a proposal; however, in accordance with Standard Form (SF) 1449, block 10, this solicitation is set aside 100% for small businesses. As such, BLM may only award contracts to small businesses.

Question 03: Does an Offer have to be registered and ACTIVE in SAM.gov to be eligible for an award?

Answer: An Offeror may submit a proposal if it is in the process of SAM registration/activation.

However, the Offeror must be ACTIVE in SAM.gov to prior to receiving an award. Refer to RFP Section K clause 52.204-7 Alt I (RFO Deviation).

Question 04: Can a business be divided into "locations" or "branches" to financially qualify as a small business, even if that is not how they are represented on reporting taxes? For example, if a business is split up into branches via an accountant/bookkeeper, can those records be utilized for the branch of the business instead of reporting the business as a whole (as the horses will only reside at the one location)?

Answer: Vendors determine how to establish and organize their individual businesses. BLM does not provide recommendations or guidance on how to set up an offeror's business. BLM checks SAM.gov to determine an offeror's socio-economic type and business size in relation to NAICS 115210 and the $11,000,000 size standard. For additional information, please refer to eCFR :: 13 CFR Part 121 -- Small Business Size Regulations.

Question 05: I’m currently considering offering a bid for off range pasture in (state redacted). I may not be able to offer my property until sometime around the spring of 2027. I was curious if this will disqualify me from having a valid proposal or if starting later than October 1 as specified in the Schedule of Services/ Pricing will be acceptable?

Answer: Offeror must show control of offered land at the time of proposal (RFP Section L, Factor 1, page 69), for the entirety of the ordering period (5 or 10 years). If the proposal is selected, offeror must be able to begin task order services following completion of National Environmental Policy Act (NEPA) compliance based upon the timeframes discussed in RFP Section C 6.1, page 16.

Question 06: Do we need to complete the fill-in responses for provisions or clauses such as FAR 52.203- 2, Certificate of Independent Price Determination (e.g., paragraph (b)(2): "of this provision __________ [insert full name of person(s)]") and FAR 52.209-7, Information Regarding Responsibility Matters (e.g., "The offeror □ has □ does not have current active Federal contracts..."), and include the completed pages in Volume I of our proposal?

Answer: No. Alternate proposals for locations other than the 4 states identified in this RFP will be considered nonresponsive and will not be evaluated.

Question 09: May we provide Alternate Proposal for only a portion of the schedule (such as Order Periods 2 through 4)?

Answer: No. Alternate proposals for partial schedules will be considered nonresponsive and will not be evaluated, see RFP Amendment No. 0001 Section L.2.

Question 10: May we provide an Alternate Proposal for the services of Wild Horse and Burros, exclusively for Burros, or other services to include short-term care or halter training?

Answer: No. Alternate proposals will be considered nonresponsive and will not be evaluated, see RFP Amendment No. 0001 Section L.2.

SECTION M – EVALUATION FACTORS FOR AWARD

M.1 Evaluation Factors for Award -- Quality Predominance

(a) Award will be made to responsible Offeror(s) submitting a proposal which conforms to the solicitation and is most advantageous to the Government considering the factors and significant subfactors listed in this provision.

(b) In the evaluation of proposals, all evaluation factors (listed in this provision) other than price, when combined, are significantly more important than price. The relative importance to be placed on the factors in relation to each other is contained in paragraph (e) of this provision.

However, the degree of importance of price may increase with the degree of non-cost or non-price equality between the proposals. If a proposal is determined by the CO to be "technically unacceptable" as a result of evaluating all factors other than cost or price, the proposal may be rejected from further consideration. The CO reserves the right to make award to other than the technically acceptable Offeror with the lowest cost or price proposal if it is determined that the technical benefits of another Offeror's proposal justify its higher cost or price. The CO also reserves the right to make award to a lower-priced, lower-scored Offeror if it is determined that the cost or price premium involved in awarding to a higher-rated, higher-priced Offeror is not justified.

(c) Pursuant to FAR 15.305(a)(1), a cost or price analysis will be performed to determine price fair and reasonableness and any instances of unbalanced pricing, using one or more of the techniques at FAR 15.404-1.

(d) The relative importance of the factors listed in paragraph (e) of this provision is as follows:

Factors 1 and 2 are is Acceptable or Unacceptable. If Offerors are Acceptable in Factors No. 1 and 2, then Offeror’s Proposal will proceed for consideration in Phase II and evaluated on

Factors No. 2 3 and 4 through 5. Any Offeror who receives an “Unacceptable” rating for Factors

1 or 2 will be eliminated from further consideration and will not be advanced to Phase II of the evaluation process.

Factors and subfactors two (2) through five (5) 3 and 4 (Phase II) are listed in order of importance. Upon completion of Phase II of the evaluation process the Government will advance the highest rated proposals that will allow the BLM to achieve the desired horse population capacity of 16,000 distributed between all Offerors to Phase III of the evaluation process. The BLM reserves the right to move additional Offerors into Phase III as needed to achieve the desired horse population capacity of 16,000. All evaluation factors other than price, when combined, are significantly more important than price.

(e) The following factors and significant subfactors (if listed), will be considered in evaluating proposals and making the source selection:

M.2 BASIS FOR AWARD. This is a best value source selection. The Government will select the best overall proposal(s) based upon an assessment of technical, past performance, and price. To be eligible for award, the Offeror must be deemed responsible in accordance with FAR 9.104-5

(RFO Deviation) May 2026; meet all requirements of the solicitation; conform to all required terms and conditions; and include all required information unless a proposed exception is accepted by the Government.

The Government seeks to award the Offeror(s) who provides the best value in meeting or exceeding the requirements. This may result in an award to a higher-rated, higher- priced

Offeror, where the decision is consistent with the evaluation factors and the CO reasonably determines that the technical superiority, overall business approach or superior past performance of the higher-priced Offeror outweighs the price difference. While the Government source selection evaluation team will strive for maximum objectivity, the source selection process by its nature is subjective. Therefore, professional judgment is implicit throughout the entire process.

M.3 TECHNICAL PROPOSAL EVALUATION COMMITTEE (TPEC). The CO has established a TPEC to conduct the evaluation of proposals received in response to this
