About this opportunity
Army Contracting Command–Aberdeen Proving Ground issued a Request for Information on June 25, 2026, to assess industry capability to provide Syndicated Data Core Services supporting the Defense Commissary Agency (DeCA), with responses due by 1:00 p.m. Eastern time on July 3, 2026. This is market research only—not a solicitation for proposals, a commitment to purchase, or a promise of future solicitation. DeCA operates 235 commissaries globally across 45 states, 13 countries, and 2 U.S. territories with approximately 3,000 checkout lanes and annual sales exceeding $4.6 billion. The Government seeks established commercial SaaS platforms, tailored consulting, and commercial data feeds structured across 13 severable Areas of Interest: CONUS and OCONUS syndicated point-of-sale data (non-fresh and fresh); ecommerce data; shopper behavior and patron panel analysis; competitor location intelligence and pricing data; SNAP eligibility data; and manual basket shop pricing across both CONUS and OCONUS locations. Respondents must submit a single PDF response not exceeding five pages (excluding cover page) addressing technical approach, relevant experience with similar systems and OCONUS deployment, rough order of magnitude pricing with detailed breakouts, and risk management strategies. Submissions must include company name, CAGE code, UEI number, point of contact, business size, socio-economic status, and existing government contract vehicles. Submit to Ms. Shelby Saum at Shelby.a.saum.civ@army.mil with subject line "RFI_26_DeCA_SCDS." Responses are voluntary and non-reimbursable; all proprietary or competition-sensitive information must be clearly marked. Solutions must comply with Department of War cybersecurity policies ranging from CMMC Level 1 to CMMC Level 2 depending on data-handling requirements and integrate with DeCA's SAP-based Advanced Retail Technology Suite (ARTS) system via API or SFTP with 99.5% uptime availability.
