About this opportunity
The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground issued a Special Notice requesting information from commercial software providers regarding their existing government sales channels. This Request for Information (RFI) was posted on August 7, 2025, with an overall opportunity due date of April 15, 2028, and is designated as a Special Notice with no set-aside requirements. The RFI seeks to identify and engage commercial companies currently selling software products to the government through various methods, including prime contracts, subcontracts, reseller partnerships, and indirect transactions. This informational request is designed for planning and assessment purposes only and does not constitute a commitment to issue a formal solicitation or award a contract.
The Army's primary objective is to establish direct enterprise agreements with commercial software providers to consolidate multiple existing contracts into single Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicles. The Army seeks to achieve cost savings, reduce administrative overhead, eliminate reseller passthrough fees, and improve operational efficiency through strategic sourcing and volume-based purchasing. Respondents must provide their company name, address, web page, points of contact, and a comprehensive list of all current contract and agreement numbers through which they sell to the government, including credit card transactions. Multiple response deadlines were established across the submission period—August 21, 2025; January 23, 2026; April 3, 2026; and April 15, 2026—with responses submitted to usarmy.apg.acc.mbx.dc3oe-mailbox@army.mil. Any commercial software company currently providing products to the government is eligible to respond, and the RFI remains continuously open for submissions, with all responses becoming government property and not subject to reimbursement or return.

Call to Industry: Commercial Software RFI
Background
The Army is currently leveraging several enterprise contracts with leading commercial providers and actively seeking to identify and engage additional commercial companies to further enhance Army enterprise capabilities.
The Enterprise Contract is the most cost-effective and efficient solution to address administrative, financial, and operational costs and establish a single IDIQ contract vehicle for all future needs, avoiding the complexities and overhead of multiple individual contracts.
The Army remains committed to rigorously assessing contract requirements and driving robust competition—ensuring that innovative solutions and exceptional value are consistently delivered for both the government and the American taxpayer. Strategic sourcing through company direct enterprise contracts helps to ensure users are not overbuying on capacity and/or duplicating purchases unnecessarily, ensuring efficient spending and accelerating the delivery of proven commercial software to warfighters. This approach reduces administrative costs through volume-based buying while also removing contract and reseller passthrough fees. Utilizing enterprise contracts allows the Army to strengthen military readiness, improve operational efficiency, and deliver substantial cost savings across the enterprise.
