About this file

This is a Statement of Objectives (SOO) for the Defense Commissary Agency (DeCA) seeking commercial syndicated data core services. DeCA, a component of the Department of War headquartered at Fort Lee, Virginia, operates 235 commissaries worldwide with approximately 3,000 lanes and annual sales exceeding $4.6 billion. The requirement is structured into 13 distinct and severable Areas of Interest (AOIs) to maximize competition and align with commercial market practices. The services span syndicated point-of-sale data, shopper behavior analysis, economic modeling for savings methodologies, geospatial location intelligence, and regulatory data management across both CONUS and OCONUS locations.

The 13 AOIs include: CONUS non-fresh and fresh data services (AOI 1-2); CONUS ecommerce data (AOI 3); OCONUS non-fresh and fresh savings methodology and analysis (AOI 4-5); patron panel data services (AOI 6); competitor location intelligence (AOI 7); SNAP eligibility data service (AOI 8); competitor pricing percentile data services (AOI 9); CONUS and OCONUS manual basket shops (AOI 10-11); and CONUS and OCONUS competitor pricing web scrapes (AOI 12-13). General objectives applicable across all AOIs include on-site subject matter expert support, secure platform usability with 99.5% uptime and full functionality, comprehensive training programs, and highly reliable automated data ingestion mechanisms via API or SFTP compatible with DeCA's SAP-based Advanced Retail Technology Suite (ARTS) system. The Government requires a standard commercial internal use license for proprietary data and platforms, with unlimited rights to all bespoke reports, methodologies, and analyses generated specifically for DeCA. Contractor solutions must comply with Department of War cybersecurity policies ranging from CMMC Level 1 to CMMC Level 2 depending on the AOI's data handling requirements.
