About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6 is seeking a Service-Disabled Veteran-Owned Small Business to repurpose the fountain at Building No. 1's main entrance at the Fayetteville VA Medical Center. The project involves comprehensive modification of the existing fountain, including removing current plumbing, electrical components, and tile veneer, drilling drainage holes in the basin, adding planting soil, and replacing the top tile with a natural earth-tone stone tile. The solicitation (IFB No. 36C24625B0022) requires contractors to begin work within 15 calendar days and complete the project within 150 calendar days after receiving the notice to proceed. Questions from potential bidders were due by May 8, 2025, at 2:00 PM EDT, with a mandatory site visit completed on April 30, 2025. The virtual bid opening is scheduled for June 4, 2025, at 1:00 PM EDT, with the project falling under NAICS code 236220 and a size standard of $45.0 Million.

The contract is specifically set aside for Service-Disabled Veteran-Owned Small Businesses, with a project magnitude between $25,000 and $100,000. The site visit sign-in sheet indicates potential interest from companies including Harbor Services, Ascent Contracting Inc, Triblue Construction LLC, and BTR Enterprises. The place of performance is located in Fayetteville, NC 28301, with work primarily to be conducted on Saturdays during low occupancy periods. The VA will handle plant selection and planting after the contractor completes soil placement, which requires a minimum 2-foot depth of potting soil. No irrigation system will be installed, and the contractor is responsible for daily debris removal and soft washing the fountain's exterior siding. The project requires minimal bonding, with no payment bond necessary unless the bid exceeds $150,000.
