About this opportunity

The Department of Energy's Fermi National Accelerator Laboratory is soliciting proposals for the replacement of grease traps in Wilson Hall Kitchen through Fermi Forward Discovery Group, LLC. This project involves removing existing grease traps and installing two new pump-out grease interceptors in the kitchen facility, requiring comprehensive plumbing and mechanical work including demolition, installation, concrete replacement, leak testing, and operational training. Offerors must demonstrate at least five years of experience in commercial kitchen grease trap replacement, maintain staff trained in confined space entry and grease waste handling, and provide qualified key personnel including a Project Manager with five years of construction experience, a Project Superintendent with grease trap replacement experience, and a Safety Coordinator. The procurement will be evaluated using the Lowest Price Technically Acceptable (LPTA) method, with technical proposals due first followed by business proposals. A pre-proposal meeting and site visit is scheduled for October 22, 2025, at 9:30 AM, with final proposals due by 4:00 PM CST on November 6, 2025.

This opportunity is designated as a total small business set-aside under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a small business size standard of $19.0 million. No incumbent contractor is identified in the solicitation documents. While no specific contract value is disclosed, the procurement requires a 20% bid guarantee not exceeding $3 million and mandates performance and payment bonds for subcontracts over $150,000, suggesting a substantial project value. The work must be completed within 30 calendar days from the notice to proceed, with construction scheduled during the winter break from December 22, 2025, through January 4, 2026. Performance will take place at the Fermi National Accelerator Laboratory in Batavia, Illinois, specifically at the Wilson Hall kitchen facility on the Kirk Road and Wilson Street campus.
