About this opportunity

The U.S. Geological Survey (USGS) Office of Acquisitions and Grants is conducting market research for a design-build project to replace and install Computer Room Air Conditioning (CRAC) units at the Earth Resources Observation and Science (EROS) Center in Sioux Falls, South Dakota. The agency is seeking qualified contractors to remove five existing CRAC units and add two new units with a primary focus on chilled water cooling systems and backup compressors. Key contract requirements include designing and installing compatible chilled water piping, electrical distribution components, and maintaining continuous computer room operations during installation. Interested businesses are required to submit detailed qualifications by 12:00 p.m. eastern on February 24, 2025, including company information, business size classifications, current contract portfolios, capability narratives, and project experience. Evaluation criteria will focus on technical capabilities, relevant past performance, and the ability to meet the draft Statement of Work requirements.

The pre-solicitation notice indicates no specific set-aside designations, allowing both small and large businesses to compete under the NAICS Code 238220 for Plumbing, Heating, and Air Conditioning Contractors with a small business size standard of $19 million. The project contemplates a firm-fixed-price contract with a total project timeline of 360 days from Notice to Proceed. Contractors will be expected to provide comprehensive design and installation services, including construction documents within 60 days, a construction schedule, and as-built drawings. Warranty requirements include one year for parts and two to five years for compressors. The government is seeking a contractor capable of performing complex HVAC installations in a sensitive scientific computing environment, with mandatory site visits and strict coordination requirements with the Contracting Officer's Representative for utility shutdowns and ongoing operations.
