About this file
Solicitation Summary
This is a federal procurement solicitation issued by the National Park Service for the Lewis and Clark National Historical Park in Astoria, Oregon. The solicitation (#140P8326Q0064) seeks a qualified roofing contractor to replace deteriorated roofing systems and associated components on two buildings: the Maintenance Shop and the Administration Building.
The Maintenance Shop project requires complete removal and replacement of approximately 6,000 square feet of aged composition asphalt roofing that has degraded due to heavy rainfall, moss buildup, and pressure washing. Work includes installation of new code-approved underlayment, full perimeter drip-edge flashing, commercial-grade gutters and downspouts sized for coastal precipitation, and a comprehensive ventilation upgrade comprising continuous screened ridge-line ventilation and supplemental gable-end vents to resolve moisture accumulation issues in the 100-foot-long roof assembly and achieve National Building Code compliance. The Administration Building project requires removal of its 2,000-square-foot metal roof system and installation of a new asphalt shingle system with underlayment, drip-edge flashing, rotten fascia and sheathing repairs, and full gutter and downspout replacement to eliminate water intrusion at the ridges. Both projects include complete removal and disposal of existing materials down to the roof deck, installation of manufacturer-specified components, maintenance of safe working conditions, protection of adjacent structures and landscaping, and provision of temporary weather protection. Upon completion, both buildings will have restored, long-life roofing systems with fully functional, code-compliant drainage and ventilation that eliminate recurring maintenance burdens including lift rentals, moisture-related repairs, and frequent patching.

Solicitation #140P8326Q0064
National Park Service, Lewis and Clark National Historical Park
92381 & 92345 Fort Clatsop Rd. Astoria, Oregon
Replacement of Maintenance and Administrative Building Roofs and Gutters
General Description
The National Park Service will contract a qualified roofing contractor to replace deteriorated roofing systems on both the Maintenance Shop and Administration Building at Lewis and Clark National Historical Park. The Maintenance Shop requires replacement of approximately 6,000 square feet of aged composition asphalt roofing that has degraded due to heavy rainfall, moss buildup, and repeated pressure washing. Work includes new underlayment, full perimeter drip-edge flashing, commercial-grade gutters and downspouts, a complete ventilation upgrade to include installation of continuous screened ridge-line ventilation and additional gable-end vents to correct moisture accumulation in the 100-foot-long roof assembly.
The Administration Building requires replacement of its 2,000-square-foot metal roof with a new asphalt shingle system that includes underlayment, drip-edge flashing, rotten fascia and sheathing repairs, and full gutter and downspout replacement. The existing metal system is not suited for the damp coastal environment and has resulted in deteriorated underlayment and recurring water intrusion at the ridges. Both projects will eliminate ongoing patch repairs, resolve code-compliance issues, and protect critical infrastructure housed within each facility.
Work will be coordinated with the park’s project manager but performed primarily by the roofing contractor.
Work Included
Work under this contract includes complete removal and disposal of all existing roofing materials down to the roof deck for both buildings. The contractor will install new code-approved underlayment, full perimeter drip-edge flashing, and high-quality asphalt roofing systems with all required trim, fasteners, tie-downs, and manufacturer-specified components. For the Maintenance Shop, the contractor will install commercial-grade gutters and downspouts sized for coastal precipitation levels and complete the necessary ventilation improvements, continuous screened ridge-line ventilation and supplemental gable-end vents to resolve moisture issues and achieve National Building Code compliance. For the Administration Building, the contractor will remove the existing metal roof and install a new asphalt shingle system, replace any rotten sheathing, and install new gutters and downspouts to eliminate overflow and water intrusion. The contractor will maintain safe working conditions, protect adjacent structures and landscaping, and provide temporary weather protection as needed. Upon completion, both buildings will have restored, long-life roofing systems; fully functional, code-compliant drainage and ventilation;
and elimination of recurring maintenance burdens, including lift rentals, moisture-related repairs, and frequent patching.
