About this file

This document is Amendment 0002 to RFQ 140P8326Q0064, containing Questions and Answers clarifications and updated contract paragraphs for a federal roofing project.

The project involves replacing roofs on two buildings—the Maintenance Building (92381 Fort Clatsop Road) and Administration Building (92345 Fort Clatsop Road)—at Lewis & Clark National Historic Park in Astoria, Oregon. Pricing must be based on actual measured roof areas rather than SOW estimates. Key scope items include ridge ventilation covering the full 135 feet 11 inches, 271 linear feet of eave intake baffling, screening and baffling of gable openings to address airflow deficiencies, 6-inch K-style seamless gutters with 3x4-inch downspouts discharging to splash blocks and subsurface drainage, and a 12-pipe boot allowance for roof penetrations. The Maintenance Building has a single existing roofing layer. No asbestos or lead-based paint surveys have been completed, and no drawings or as-builts are available. Contractors must conduct site visits to determine roof slopes and pricing accordingly. Work is restricted to standard weekday hours (8am-5pm) with no overtime or shift premiums. Both buildings remain occupied during normal working hours; contractors must coordinate to minimize disruptions. Staging and laydown areas are permitted in adjacent asphalt parking lots only, with no equipment on lawn or landscaped areas. The contract is valid at award signature, with work commencing within 10 calendar days of Notice to Proceed and completion required within 90 days of award, including final cleanup. Davis-Bacon Act Wage Determination OR20260092 applies, and a payment bond is required per FAR 52.228-13. No retainage will be withheld. Buy American domestic-content requirements apply to shingles, aluminum coil, and ridge ventilation, with COTS fastener exemptions permitted. Oregon Structural Specialty Code is the applicable building standard.
