About this opportunity
The National Park Service Southeast Region is soliciting proposals to replace the HVAC system at the Ernest Coe Visitor Center in Everglades National Park, Florida. The project involves removing and replacing three aging split-system air conditioning units (12.5 ton, 7.5 ton, and 4 ton units) that have not been replaced since 2009 and are beyond their useful lifecycle. Contractors must provide all labor, materials, equipment, and supplies necessary to complete the replacement, including proper disposal of existing equipment, installation of new condensers and air handlers, routing new refrigerant lines, and connecting to existing electrical systems and ductwork. Proposals will be evaluated based on technical approach, past performance, and cost, with non-cost factors being significantly more important than price. A mandatory site visit is scheduled for June 16, 2025, at 10:00 a.m. ET, with attendance confirmation required by June 13, 2025, and proposals are due by July 2, 2025, at 11:00 a.m. ET.
This opportunity is set aside exclusively for Total Small Business contractors registered in SAM.gov under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors). The contract performance period runs from July 14, 2025, to September 30, 2025, with work required to be completed within 30 days of contract award. Primary work hours are restricted to Monday through Friday from 7:00 AM to 3:30 PM EST to minimize disruption to visitor center operations. The work will be performed at the Ernest F. Coe Visitor Center located in Homestead, Florida, within Everglades National Park. Contractors must demonstrate past performance through questionnaires from three similar projects completed within the last five years and submit comprehensive technical proposals not exceeding 20 pages. While no specific contract value is disclosed in the solicitation, prevailing wage rates apply as specified in the included wage determination for Miami-Dade County construction projects.
