About this opportunity
The New York Army National Guard at Stratton Air National Guard Base seeks replacement of Building 34 auditorium seating and carpet, with quotes due July 23, 2026, at 12:00 PM. This is a 100% small business set-aside. A mandatory site visit is scheduled for July 9, 2026, at 10:00 AM at Civil Engineering Building, 1 Air National Guard Road, Scotia, NY 12302. Attendees must present valid Government-issued REAL ID plus vehicle registration, driver's license, and proof of vehicle insurance.
Place of performance is Schenectady, New York. The project encompasses removal and disposal of approximately 198 existing chairs and 1,800 square feet of carpet, concrete subfloor preparation including patching and sealing anchor holes, and installation of new code-compliant floor-mounted auditorium chairs and commercial-grade carpet tiles. The scope excludes the stage, podium, and stairs. Carpet specification is Shaw Storm Cloud 17597 or approved equal. Seating must be commercial-style upholstered auditorium chairs with armrests; the Government targets 198 seats with a minimum acceptable quantity of 171 seats to accommodate egress code compliance.
The solicitation (W50S8J26QA018) offers two quoting options: Option A requires full replacement of all chairs; Option B permits partial replacement by retaining the existing newer back-row chairs and procuring new seating that aesthetically and functionally matches the retained row. Contractors may submit quotes for both options. For Option B, technical submittals must explicitly state the partial replacement approach and provide evidence that proposed seating matches the existing back row.
Work must commence within 14 days of Notice to Proceed and be completed within 90 calendar days of start. Work hours are 0700–1530 Monday through Friday, excluding Government holidays. Contractor personnel must complete AT Level I training and OPSEC training within 30 days and comply with all installation security policies and background check requirements. Performance and payment bonds are required if the total contract price exceeds $35,000 and $150,000, respectively. Construction wage rates apply per General Decision Number NY20260002, Modification Number 2, dated May 18, 2026. Buy American Act compliance is required. Evaluation criteria are price, technical capability (product specifications, cut sheets, and manufacturer data), and past performance on similar projects completed within the last three years. Quotes must be submitted via email to 109.aw.fal.msc.contracting@us.af.mil. NAICS is 238990; PSC is Z1AB.
