About this file
This is a Statement of Work (SOW) Amendment 02 for Project Number VBDZ262106, detailing the complete replacement of auditorium chairs and carpet in Building 34 at Stratton Air National Guard Base. The work encompasses removal and disposal of approximately 198 existing chairs and 1,800 square feet of carpet, preparation of the concrete subfloor including patching and sealing anchor holes, and procurement and installation of new code-compliant floor-mounted auditorium chairs and commercial-grade carpet tiles. The scope explicitly excludes the stage, podium, and stairs. All work must comply with Federal, State, local, and military safety regulations, with OSHA applicability at the site.
Carpet requirements specify commercial carpet tiles with Shaw Storm Cloud 17597 as the basis of design or approved equal, installed across approximately 1,800 square feet following manufacturer guidelines with proper subfloor preparation, adhesives, primers, and crack fillers. Chair requirements call for commercial-style upholstered auditorium seating with armrests, targeting 198 seats with a minimum acceptable quantity of 171 seats if code compliance or chair dimensions require adjustment. The SOW offers two approaches: full replacement of all chairs or partial replacement with retention of newer back-row chairs matched by new seating in color, style, upholstery, dimensions, and functionality. All chairs must be compatible with the sloped floor, and contractors must submit technical submittals, physical samples, and a comprehensive seating layout design for Government approval prior to manufacturing. Project work hours are 0700-1530 Monday through Friday, excluding Government holidays. The project shall begin within 14 days of Notice to Proceed and be completed within 90 days of the start date. Contractor personnel must comply with installation security policies, complete AT Level I training within 30 days, and provide background check information. The contractor is responsible for site cleanliness, waste removal, recycling with manifests, and immediate notification to the Contracting Officer's Representative of unforeseen conditions or material delivery coordination.

CARPET
1.
1.1. Material Specification: Contractor shall supply and install commercial carpet tiles. The basis of design is Shaw Storm Cloud 17597, or an approved equal. All proposed equivalent materials must be submitted to the COR for approval prior to ordering.
1.2. Scope of Area: Carpet removal and new installation shall encompass approximately 1,800 square feet of the main auditorium seating floor. (Note: The stage/podium/stairs are excluded.
1.3. Installation Standards: Installation shall strictly follow the carpet manufacturer’s guidelines, to include all subfloor surface preparation, use of approved adhesives, primer, crack fillers, and post-installation treatment. All deviations from the manufacturer’s recommendations must be approved by the COR.
1.4. Transitions and Edges: The Contractor shall cleanly fit edges to door frames, abutting surfaces, and adjoining materials. The Contractor shall furnish and install appropriate transition strips/reducers where the floor covering terminates to expose the edges of the covering and/or matches the existing floor.
1.5. Environmental & Safety: The Contractor shall provide the Safety Data Sheets (SDS) for all adhesives, primers, and materials used at the site to the Government environmental manager.
2.
CHAIRS
2.1. General Requirement: Procure and install up to 198 floor-mounted standard auditorium chairs.
2.1.1. Provide commercial-style, upholstered auditorium seating with armrests.
2.1.2. The target quantity is 198 seats; however, a minimum of 171 seats is acceptable if the dimensions of the new chairs or updated egress code compliance do not allow for the full 198-seat replacement. The final quantity of new chairs shall be determined by the Contractor's approved layout design (optimized for sightlines and egress codes), with the understanding that minor variations in proposed chair dimensions may result in a slightly higher or lower final chair count.
2.1.3. Chairs must be "in-kind" to the existing seating (matching existing general style, functionality, and approximate dimensions).
2.1.4. The floor is sloped; the contractor must ensure all seats and mounting hardware are compatible with the existing floor gradient.
2.2. Alternate Approach (Reuse of Existing Back Row):
The Government has determined that a section of chairs in the existing back row of the auditorium is relatively new and in good operational and aesthetic condition. To maximize value to the Government, contractors are authorized to propose a partial replacement approach.
Approach A (Full Replacement): The Contractor shall remove all existing chairs and procure and install a complete, uniform set of new chairs for the entire auditorium as originally specified.
Approach B (Partial Replacement & Match): The Contractor shall retain and protect the existing newer chairs in the back row. The Contractor shall remove all remaining older chairs and procure and install new chairs that are an exact or highly comparable match (in color, style, upholstery, dimensions, and functionality) to the retained back row.
If the Contractor chooses Approach B, their Technical Submittal must clearly demonstrate how the proposed new chairs will aesthetically and functionally match the retained back row.
2.3. Submittals and Samples
2.3.1. Technical submittals (cut sheets/specifications for the chairs and mounting components) shall accompany the proposal.
2.3.2. The contractor shall provide physical upholstery options and color samples for Government approval at the time of contract award.
2.4. Design & Layout Approval: The contractor shall submit a comprehensive seating layout and installation design plan for formal Government approval prior to the manufacturing and installation of the chairs.
2.5. Pre-Installation: The contractor shall take all necessary field measurements to verify dimensions and floor slope prior to finalizing the design and manufacturing.
2.6. Installation: Install chairs in curved rows at a smooth radius in accordance with the approved design plan. The new layout (including chair spacing, row alignment, egress, etc.) shall essentially mirror the existing auditorium layout.
