About this opportunity
The Department of the Air Force Reserve Command seeks repair and upgrade of an RV parking lot at Homestead Air Reserve Base, Florida, with proposals due August 28, 2026. This is a non-appropriated fund (NAF) procurement under full and open competition; small business programs do not apply to NAF contracting actions.
Place of performance is Homestead, Florida. The project spans approximately 1.89 acres and includes removal of sod and topsoil, replacement and reshaping of base course, grading and resloping, construction of 2.5-inch-thick asphalt cement pavement, drainage system installation, cleanup, and re-striping. The contractor serves as Architect-Engineer of Record and must deliver comprehensive design services (surveys, geotechnical investigation, NPDES stormwater planning, and design drawings in five phases) followed by construction. Total performance is 180 calendar days: 120 for design and 60 for construction, beginning within 10 days of Notice to Proceed.
The contract value magnitude is between $250,000 and $500,000. NAICS code is 238990; PSC is Z2LB. All work must comply with applicable federal, state, and local codes including Florida Building Code, DoD Unified Facility Criteria, NPDES regulations, and an extensive Environmental Protection Specification.
A mandatory site visit is scheduled for June 10, 2026, at 9:30 AM EST. Base access letters are due by June 8, 2026. The original quote deadline was June 22, 2026; the current due date of August 28 reflects resolicitation. Evaluation uses Lowest Priced Technically Acceptable (LPTA) methodology, weighting Project Approach & Execution, Project Schedule & Phasing, and Quality Control & Safety. Contractors must submit pricing on the provided solicitation document, a Technical Capability Statement on company letterhead, and relevant past performance (two to three projects from the past three years involving similar site work, paving, grading, or drainage). Proposals missing any required element, using unapproved pricing forms, or failing to state 30-day validity and acknowledge all amendments are disqualified without evaluation. Performance and payment bonds are required within 10 days of award. Personnel requiring base access must complete background investigations; foreign nationals are not currently permitted due to extensive background check requirements.
