About this file

This is a Questions and Answers (Q&A) document for the solicitation KYJM23-9002, "Replace and Upgrade RV Storage Lot" at Homestead Air Reserve Base, Florida. The document clarifies project scope and technical requirements based on contractor inquiries.

Key scope clarifications include: Area #4 (paved parking lot) is excluded from the project; Area #3 is included as an optional line item with separate pricing in the CLIN structure; the external border fence will remain in place while the fence between Areas #2 and #3 will be modified per contractor design. The government does not require landscaping but mandates that contractors address site improvements to prevent water accumulation through proper design of the parking lot paving slope, catch basins, and flowlines. The project requires compliance with National Pollutant Discharge Elimination System (NPDES) regulations for construction sites one acre or larger in Florida, necessitating a named storm water professional authorized to sign and oversee the storm water plan. Technical deliverables include site, topographic, utility, landscape, and soil surveys with professional engineer certification; geotechnical soil investigation per UFC3-220-01 to determine earthwork handling and pavement selection; subsurface exploration testing for each soil type; drainage system design to prevent ponding; and as-built drawings in both AutoCAD electronic format and hard copy. The contractor will serve as Architect-Engineer of Record and must develop all plans and specifications necessary for construction based on the geotechnical findings.

Replace and Upgrade RV Storage Lot (KYJM23-9002) Q&A

1. 1. Surveys: Is an existing survey available, specifically one detailing utilities?

0. Please see attached PDF for survey, the only utility is an airborne electric line that does not interfere with site.

1. 2. Area #4: The paved parking lot (SOW 1.2.1.2) is included in the drawings, but my contractor was informed on-site that it is not part of the project. Please confirm if this area is included.

1. Area 4 is not part of the project.

1. 3. Area #3: The project manager indicated on-site that Area #3 (SOW 1.2.1.2) is included, but the photo captions suggest the scope is limited to Areas #1 and #2. Please clarify if Area #3 is part of the project.

2. Area 3 is part of the project, as an option, (please see CLIN structure on solicitation) and must be priced

1. 4. Fencing: Should the existing fences remain in place or be removed?

3. The fence between A2 and A3 will need to be modified according to your design, and the external border fence will remain.

1. 5. Site Improvements and Landscaping: Regarding the "site improvements" and "landscaping" mentioned in the SOW, could you specify the desired improvements and provide a landscaping plan if one exists?

4. The area doesn’t need landscaping, what we need is to gain more space to develop the lot for RV parking spaces. Regarding site improvements the contractor proposal must include a design to address the current site due to unlevel ground. We want to prevent water accumulation from an improper RV parking lot design. Water accumulation is caused by paving slope, poorly placed catch basins, or incorrect flowlines.

0. Please reference the below SOW references:

0. 1.2.1.3.1 This project shall comply with National Pollutant Discharge Elimination System (NPDES) for regulated construction sites (1-acre or more) in the State of Florida. Provide the Name and signature of a storm water professional that is authorized to sign a storm water plan for a NPDES to prepare the Plan and oversee the implementation of the Plan. This includes the opening and closing of all permits and all related reporting activities.

0. 1.2.1.3.2 Provide site, topographic, utility, landscape and soil surveys. Furnish all labor, materials, equipment, services and data necessary in preparing the survey IAW the specifications and beyond the limits of the area indicated on the sketch in order to ensure proper stormwater management design. The survey drawings shall have the Engineer official seal and certification that all information indicated on the drawings was obtained or verified by actual in field measurements.

0. 1.2.1.3.3 Soil Survey: Provide geotechnical soil investigation of surface and subsurface, to determine earthwork handling techniques such as benching, compaction and erosion. Selection of pavement types and cross sections. Selection of soil amendments. (See UFC3-220-01).

0. 1.2.1.3.4 Subsurface Exploration: Conduct subsurface explorations to test each type of soil present.

0. 1.2.1.3.5 Repair and upgrade unpaved areas of RV parking lot. Remove sod/topsoil & replace sections of base course as indicated in the geotechnical report.

0. 1.2.1.3.6 Install drainage system as required for proper drainage for a parking area of this size to prevent ponding or flooding.

0. 1.2.1.3.7 Add good quality base course re-shape, re-grade, re-slope and compact base materials as required. IAW Geotechnical reports developed in section 1.2.1.3.3 & 1.2.1.3.4 above.

0. 3.1.1 Site Survey: The Contractor shall perform site survey to confirm information pertaining to the project under this task order and shall provide all plans, labor, equipment, and materials necessary to support all work under this task order. The Contractor shall contract professional Geotechnical services to perform all necessary ground sampling and testing to determine the levels of materials to be remove/replace and compact in order to properly design and construct this new area of the RV Parking lot. The Contractor as the Architect-Engineer of Record for any changes to the existing design shall complete development of plans and specifications in accordance with defined levels of effort necessary to construct the project and provide as-built drawings (both electronically, AutoCAD and in hard copy) for retention by the Government.
