About this file
This is a Statement of Work (SOW) Version 5.1 for a design-build contract (KYJM 23-9002) to repair and upgrade an RV parking lot at Homestead Air Reserve Base, Florida, dated May 27, 2026.
The project encompasses approximately 82,388 square feet (1.89 acres) across two primary areas and includes clearing and grubbing, site filling and regrading, construction of a 2.5-inch thick asphalt cement pavement section for 9,200 square yards, storm drainage installation, site improvements, and landscaping. The design phase requires the contractor to provide comprehensive design services including surveys (site, topographic, utility, landscape, and soil), geotechnical investigations, NPDES storm water planning and compliance for the one-acre-or-more regulated construction site, and design drawings and specifications in five phases: 35%, 65%, 95%, 100%, and final design. Each design phase allows 15 calendar days for contractor completion following government review, with 10 business days allocated for government review between phases. The contractor must submit five hardcopies and CDs of design documents in AutoCAD 2018 or later format and obtain signatures and seals from licensed architects and Florida-licensed professional engineers. The construction phase requires completion of working drawings, permitting, construction management, weekly progress meetings, pre-final and final inspections with detailed reporting, as-built drawings, and warranty documentation per FAR 52.246-21. The total performance period is 180 calendar days: 120 days for design and 60 days for construction, with work to begin within 10 days of Notice to Proceed. Government support includes providing staging areas, personnel identification and vehicle passes, utility access coordination, and assistance with outage arrangements. All work must comply with applicable federal, state, and local codes including NPDES regulations, Florida Building Code, Department of Defense Unified Facility Criteria, Air Force standards, and an extensive Environmental Protection Specification covering pollution prevention, stormwater management, hazardous materials handling, waste recycling, and construction site controls.

The term includes rocks, soils, tree remains, trees, and other vegetative matter which normally results from land clearing or land development operations for a construction project; clean cardboard, paper, plastic, wood, and metal scraps from a construction project; effective January 1, 1997, except as provided in Section 403.707(13)(j), F.S., unpainted, non-treated wood scraps from facilities manufacturing materials used for construction of structures or their components and unpainted, non-treated wood pallets provided the wood scraps and pallets are separated from other solid waste where generated and the generator of such wood scraps or pallets implements reasonable practices of the generating industry to minimize the commingling of wood scraps or pallets with other solid waste; and to minimize amounts of other nonhazardous wastes that are generated at construction or demolition projects, provided such amounts are consistent with best management practices of the construction and demolition industries. Mixing of construction and demolition debris with other types of solid waste will cause it to be classified as other than construction and demolition debris.
