About this file

This document is a Requests for Information (RFI) from resolicitation for KYJM 23-9002, addressing clarification questions regarding the Replace and Upgrade RV Storage Lot project at Homestead Air Reserve Base, Florida. The RFI clarifies technical, scope, and operational requirements critical for contractors preparing proposals.

The RFI addresses four primary categories of inquiries. First, regarding stormwater management, the government confirms that the project must comply with National Pollutant Discharge Elimination System (NPDES) regulations for regulated construction sites of 1-acre or more in Florida. Contractors must provide a licensed stormwater professional authorized to sign the NPDES stormwater plan, including certification and professional engineering seals. Complete site surveys (topographic, utility, landscape, and soil) are required with engineer certification verifying all measurements were obtained through field verification. Second, the RFI clarifies project scope, confirming work applies only to Areas 1, 2, and 3 as identified in the Statement of Work, with no work at Area 4. Additionally, CLIN 0001 applies only to Areas 1 and 2, with Section 3 structured as a separate optional CLIN. Third, regarding personnel access, permanent residents are permitted on base after submitting base access passes with their permanent resident card, though the government emphasizes that foreign nationals are not currently permitted due to extensive background check requirements. Base pass requests require 72-hour advance submission. Fourth, the RFI provides detailed procedures for commercial truck and delivery driver access, requiring background checks submitted 72 hours prior to arrival through the commercial vehicle gate. Drivers with approved access forms may proceed directly after commercial gate screening; those without prior approval receive gate-side background checks and require base escort throughout their time on site. Personnel with legal issues, warrants, felonies, or those carrying weapons without authorization are prohibited from base access.

RFIs - KYJM 23-9002 Repair & Upgrade RV storage lot

1. To properly price this project, for the proposed RV parking lot design, is the intent for stormwater drainage to be handled solely through surface grading of the parking area, or should the design include a catch basin and RCP storm drainage system that conveys runoff to the canal located south of the RV parking lot as shown?

0. This project shall comply with National Pollutant Discharge Elimination System (NPDES) for regulated construction sites (1-acre or more) in the State of Florida. Provide the Name and signature of a storm water professional that is authorized to sign a storm water plan for a NPDES to prepare the Plan and oversee the implementation of the Plan. This includes the opening and closing of all permits and all related reporting activities.

Provide site, topographic, utility, landscape, and soil surveys. Furnish all labor, materials, equipment, services, and data necessary in preparing the survey IAW the specifications and beyond the limits of the area indicated on the sketch to ensure proper stormwater management design. The survey drawings shall have the Engineer official seal and certification that all information indicated on the drawings was obtained or verified by actual in field measurements.

1. Please confirm that no work is to be performed at Area 4 as shown on picture of SOW.

1. Only Areas 1,2, and 3 as per SOW.

1. Please confirm that CLIN 0001 on Section B only applies for Area 1 and 2 as shown on picture of SOW

2. Yes, Section 3 is to be an option on a separate CLIN.

1. Please advise if permanent residents are allowed on base and how long will it take to process their badges.

3. Currently permanent residents are allowed on base and they must bring their permanent resident card when they come to pick up their base access pass. However, foreign nationals are not, due to a more extensive background search that the VCC is not currently offering. Base pass requests must be submitted 72 hours in advance, and personnel are not allowed on base until they have been given direct clearance.

1. Advise procedure for truck/delivery drivers to enter the base.

4. It is preferred that the delivery drivers have a background check by submitting a base access form 72 hours before their arrival, they are to drive through a separate gate next to the main gate where commercial trucks are checked. For those who did do the base access form, and have it approved, can pick up their access pass at the VCC. They will be given access to the base and allowed to drive to the site after a check at the commercial vehicle gate.

In the case there for those without the previous base access form or a valid way to get on base, they are given a background check at the gate which may take some time, and they must be escorted by a person who has been given a base pass or has another valid way to enter the base. Once they pass the security check, they must be escorted to the site and escorted out of the base once complete with their business on base.

Any person with legal trouble, such as warrants, felonies, or other reasons will not be permitted on base. Weapons are not allowed on base without prior authorization either.
